Deadline for Questions: November 16, 2023, 5:00pm The City of St. Petersburg is seeking responses from qualified vendors to provide consulting services for City Facility Improvement Projects on an as-needed basis. The services being requested will include, but not be limited to the following: 1. Studies, site planning, master planning and evaluations. 2. Space needs assessment, program development and facility maintenance planning: a) Document existing facilities including site utilities (public and private). b) Determine what existing facility repair and/or renovations may be required. c) Determine what ongoing maintenance schedules may be required. d) Determine what new facilities are required. e) Develop a proposed site plan of the new facilities. f) Develop schedules and phasing sequences. g) Develop cost estimate(s). 3. Sustainable design, LEED certification and hazard mitigation planning. 4. Architectural designs (Schematic, Design Development and Construction Documents): a) New facilities and rehabilitation of existing facilities. b) Services related to facility security, fire protection and ADA compliance. c) Forensic architectural services including roofing and waterproofing. 5. Construction cost estimates and schedules. a) Support CMAR cost estimation and schedule development services as necessary. 6. Preparation of biddable and constructible documents: a) Plans, signed and sealed. b) Technical specifications. c) Bid forms. d) Construction sequencing. e) Cost estimates. 7. Project bidding including: a) Attendance at pre-bid meeting. b) Response to bidder inquiries. c) Preparation of addenda, if required. d) Review of bids. e) Recommendation for bid award. 8. Services during construction: a) Attendance and pre-construction meeting. b) Review of shop drawings. c) Site observations and inspections. d) Review of change orders. e) Review of contractor's pay estimates. f) Attendance at final inspection. g) Providing required certifications. h) Facility start-up. i) Preparation of operation and maintenance manuals. j) Staff training in proper operation and maintenance. k) Review and/or update previously prepared plans and reports. 9. Permitting and compliance with Federal, State and City regulations: a) Preparation of permit applications. b) Pre-application meeting with regulatory agency(s). c) Presentations before appropriate regulatory agency(s). d) Respond to agency(s) questions and/or requests for additional information. 10. Attendance at the public meetings and/or presentations: a) City Council meetings. b) Development Review Committee meetings. c) Neighborhood association meetings. 11. Assistance to the City in development of project renderings and exhibits, etc. 12. Assistance with obtaining governmental grants and loans. 13. Subconsultant and/or subcontractor administrative services. 14. Quality control/quality management services. 15. Expert witness testimony, preparation and legal/litigation assistance services. 16. Other related services. 17. Other related work.
