Site work and new construction of a mixed-use development in Fremont, Nebraska. Completed plans call for the construction of a 30,000-square-foot, two-story above grade fire / police facility; for site work for a fire / police facility; municipal facility; and municipal facility.

A. Objective The City of Fremont, NE is soliciting proposals from qualified firms for architectural and engineering services related to the design and construction of a new Police Station/911 Dispatch Center. This RFP is seeking services for pre-design, schematic design, design development, construction drawings, bidding services and construction administration and inspection services. B. Background The City of Fremont is a growing community (population 27,318) in southeastern County Nebraska and sits northeast of Omaha, NE at the intersection of Highways US-77, US-275 and US-30. City of Fremont Police Station and Dispatch Center The current Police Station and Dispatch Center is a 2-story building that sits at 725 N Park Street between Downtown Fremont to the south and John C. Fremont Park to the north. The building was constructed in 1964 and previously served as the City Municipal building prior to being the home of the Police Department. The existing building is roughly 20,000 SF including a 5000 SF garage that houses 9 cruisers and 1 SWAT vehicle. The Police Department is made up 52 FT employees and the Dispatch Center employs another 12 people. The current facility is no longer sufficient to meet the needs of the community due to limited square footage, deterioration, and general obsolescence. C. Project Details Site Location The proposed station is tentatively planned to sit 2 blocks east of the existing location on the north half to two-thirds of the block bounded by E Military Ave (south), E 8th St (north), N Main St (west) and N D St (east). The exact amount of the block included in the project is still under negotiation. All existing improvements within the block will be removed as a part of this project . Project Management and Administration Schedule: o Develop and regularly update and maintain a project schedule that includes all phases of the project through the completion of construction. o Schedule shall be presented in the form of a Gantt chart with sufficient detail to allow tracking of the progress for each phase. This chart shall be updated as work is completed, or schedule changes occur. o The Architect shall promptly notify the City Project Lead of any delays that will impact the schedule. o Monthly progress reports shall be submitted with pay requests and shall detail work completed within the previous month and next steps that will be worked on in the following month. Project Meetings shall be organized and led by the project management team including the development of meeting agendas and post meeting minutes. Project meetings may be completed virtually unless circumstances dictate otherwise. Cost Estimates o Controlling the total project cost is critical to the project's success. o The Architect shall maintain an up-to-date construction cost estimate and be keenly aware of the project's costs throughout all phases of the project. o The Architect shall promptly notify the City Project Lead of any changes to the estimated project cost. o If adjustments to the project budget are not feasible, the Architect shall work with the City to revise the scope and design of the project to fit within the approved budget. Design Budget o The Architect shall work within and adhere to the project design budget. o If an adjustment in the project budget is required to meet the overall objectives of the City, the Architect shall promptly notify the City Project Lead and provide the necessary supporting documentation to allow the City to decide how to proceed. o The Architect shall not proceed with any additional work without the prior written authorization of the City and an adjustment to the project design budget. Quality Control and Quality Assurance o The Architect shall be responsible for the coordination of quality control reviews with the design team throughout the project.
