The Pittsburgh Water and Sewer Authority (PWSA) is requesting proposals to provide design engineering services for the phased rehabilitation and replacement of the existing 123-million-gallon sedimentation basins located about a quarter of a mile north of the Pittsburgh Water and Sewer Authority (PWSA) Water Treatment Plant (WTP) at 900 Freeport Road, Pittsburgh, PA 15238. The sedimentation basins are separated from the main plant by a commercial mall built in the area of the original slow sand filters for the plant. Phase 1 - Sedimentation Basin Rehabilitation includes, but not limited to, bathymetry survey to characterize the sediment extent, volume, composition, sediment removal and disposal plan, hydraulic modelling of water operating levels during isolation of sedimentation basin, rehabilitation or replacement of existing sluice and drain gates, provision of a screening unit on the outlet of the East Basin, phased cleaning and rehabilitation of the center, East, and West basin, and other items including but not limited to, temporary access road improvements, addressing a historical evaluation of the Administration Building, and grading improvements. Phase 2 - Sedimentation Basin Replacement includes, but not limited to, develop a design to replace the existing basins with covered celled basins, provision for future process piping connections at the inlet and outlet of cells, addressing permanent site access road and parking improvements, provision for water quality monitoring for each cell, provision for power supply and distribution for proposed infrastructure, and implementing sustainable design practices to optimize project performance and minimize negative impacts on people and the environmental.
