The Project construction schedule is anticipated to be 365 days. The construction cost for the Project is estimated to be up to $11.2 million. The Project consists of water quality improvements to the existing District water system, including improvements at the existing District distribution site to add pumps and storage to blend treated surface water and groundwater from the existing Well No. 1 and production Well No. 2, drilled in July 2023 as the first phase of this Project. The Project includes construction of a water transmission pipeline from the Well No. 2 site located near the community of Volta that includes bore and jack crossings at the Central California Irrigation District (CCID) Main Canal and Outside Canal and across Henry Miller Road near the Well No. 1 site. The District has obtained license agreements with CCID for the infrastructure improvements at the Main Canal and Outside Canal crossings. The Project also includes improvements to consolidate the existing Volta community. The consolidation includes supplying existing Volta customers with water from Well No. 2. Water meters will be installed on existing residential and commercial service laterals. The existing Volta well will be destroyed and associated well site facilities will be removed as part of this Project. Base Bid items for the Project will include the following: distribution site improvements, including blending pumps, a blending station building, low pressure pumps, a low pressure pump station building, two (2) 750,000 gallon storage tanks, a hydropneumatics tank, an on-site generator, site grading and piping, concrete equipment pads/foundations, and upgrades to the existing electrical and SCADA controls; approximately 5-miles of 8-inch diameter water transmission main from the new Well No. 2 site with a connection to the existing transmission pipeline near the existing Well No. 1 site; Well No. 2 site improvements, including installation of a well pump, topside well discharge piping and pedestal, chlorination facilities, one (1) 200,000-gallon welded steel storage tank, booster pump station building, hydropneumatics tank, and approximately 0.5 miles of distribution pipeline from the Well No. 2 site with a connection to the existing Volta water distribution system, an on-site generator, site grading, drainage, piping, lighting, concrete equipment pads/foundations, power supply, and electrical and SCADA controls. Appendix A includes a location map and project site maps from the 90-percent progress design documents. Prospective bidders shall be licensed Contractors in the State of California and shall be skilled and regularly engaged in the general class or type of work called for under the Contract. Each prospective bidder shall have a Class A California Contractor's license. Subcontractors will not be required to pre-qualify for this project. Contractors who submit a complete pre-qualification package will be notified of their qualification status no later than ten (10) working days after submission of the information.
