CLARIFICATION OF TERMS: If any prospective Offeror has questions about the specifications or other solicitation documents, then it is the Offeror's responsibility to contact the Procurement Officer in writing, no later than November 28, 2023, 2:00 P.M. (EST). Oral requests for information will not be accepted. The City of Fredericksburg has identified the need for a Water and Sewer System Master Plan and a Pro Rata rate system. The Master Plan will establish a process to identify, plan, and implement its various water and wastewater management needs, identify how best to respond to several critical and immediate issues (i.e., significant proposed developments), and develop a prioritized list of capital improvements to address the City's longer-term water and sewer system needs. The proposed Master Plan approach is to address immediate needs, including the scoping and prioritization of immediate and 5-year CIP projects in parallel with a systematic approach to building a comprehensive water and wastewater master plan that will be updated at regular intervals to track assets and anticipate needs for the City. The scope of work shall generally include, but not necessarily limited, to the following: Document Review and Data Collection: The selected Consultant will need to have non-disclosure agreements executed before any data is shared. Much of the data listed is confidential. A copy of the City of Fredericksburg Nondisclosure and Confidentiality Agreement is included as Attachment B.
