Renovation of a clubhouse / community center in Laguna Niguel, California. Completed plans call for the renovation of a clubhouse / community center.
A. Check all drains to ensure that they are free flowing and plumbing underneath drain is not leaking prior to starting roofing work. 1. Any clogged or leaking drains are to be noted and documented with the City. The Contractor to provide a cost to clear any clogged drain lines prior to starting roof restoration. 2. All drains that are clogged at end of the project that were not documented will be roofing contractors' responsibility to clean/repair. B. Remove and dispose of all roofing walk pads and repair the roof area underneath existing walk pads, as needed. C. Pressure wash roofing membrane and allow it to dry. Properly dispose of all debris. D. Number, remove and set aside all counter flashings before the roof restoration is started. Reinstall existing counterflashing back in place once roof restoration is completed. Seal all corners and joints with caulking. E. Penetrations, vents, exhaust fans and curb corners to be sealed with white silicone sealer - Cool-Sil FG Flashing. Seal as needed with silicone sealant - All-Sil. F. Repair damaged cap sheet. 1. Cut open any blisters, splits, or damaged cap sheet. 2. Heat up and scrape off white coating to repair areas prior to torch work. 3. Prime with Garla-Prime VOC and then torch-apply new SBS-modified mineral cap sheet - StressPly IV Plus Mineral - over the area. G. Remove and dispose of the equipment steel site screen cover and embeds located around the HVAC units. Heat up and scrape off white coating to repair areas prior to torch work. Patch roof with new torch applied SBS Modified mineral cap sheet - StressPly IV Plus Mineral. H. Remove and dispose of the equipment steel site screen cover embeds located around the HVAC units. Heat up and scrape off white coating to repair areas prior to torch work. Patch roof with new torch applied SBS Modified mineral cap sheet - StressPly IV Plus Mineral. I. Install asphalt stain blocking primer - Cool-Sil Bleed Blocker Primer - at 1 gal per sq to the roof. J. Reinforce all seams and details with 6" wide UniBond ST tape. K. Install white silicone restoration coating - Cool-Sil HB -in an area of 16 square feet in each drain area at 3.0 gallons per 100 square ft. and immediately embed polyester into the coating while wet. Remove drain rings prior to installation of polyester and reinstall at the end of all coating work. L. Install white silicone restoration coating - Cool-Sil SG - at 2.0 gallons per 100 square ft. over the entire roof field surface (including penetrations). M. Install white silicone restoration coating - Cool-Sil SG - at 1.5 gallons per 100 square ft. over the entire roof field surface (including penetrations), immediately broadcast 30lbs per square of T24 minerals (20-40 mesh silica sand) into wet coating while wet and immediately back roll to set. N. Replace all conduit and pipe blocking with new rubberized blocking. O. Add Alternate 1: Furnish and install three (3) new OSHA approved galvanized ladders to go up and over parapet walls at the locations noted on site map. Each Bid shall be accompanied by cash, a certified or cashier's check payable to the City, or a satisfactory Bid Bond in favor of the City executed by the Bidder as principal and an admitted surety insurer as Surety, in an amount not less than ten percent (10%) of the amount set forth in the Bid. Project Duration : 45 Working Days Liquidated Damages : $300 Per Day Contractor is required to pay general prevailing wages, as defined in Subchapter 3, Title 8 of the California Code of Regulations and Section 16000 et seq. and Section 1773.1 of the California Labor Code. Pursuant to the provisions of Section 1773 of the California Labor Code, the City Council has obtained the general prevailing rate of per diem wages and the general rate for holiday and overtime work in this locality for each craft, classification, or type of worker needed to execute the contract for this Project from the Director of the Department of Industrial Relations ("DIR"). Copies of these rates may be obtained at the Purchasing Division's office of the City of Palo Alto. Contractor shall provide a copy of prevailing wage rates to any staff or subcontractor hired and shall pay the adopted prevailing wage rates as a minimum. Contractor shall comply with the provisions of all sections, including, but not limited to, Sections 1775, 1776, 1777.5, 1782, 1810, and 1813, of the Labor Code pertaining to prevailing wages The City reserves the right to reject any or all Bids or any parts thereof or to waive any irregularities or informalities in any Bid or in the bidding. The Contract award, if made, will be to the lowest responsible, responsive Bidder and is anticipated to occur within ninety (90) Days after the Bid opening. The Contract award may be made after that period if the selected Bidder has not given the City written notice of the withdrawal of its Bid. Pre-Bid Questions and requests for clarifications must be submitted to the City by 5:00 P.M. November 02, 2023.
