The Traffic Control services will be required for various ACHD job sites throughout Ada County and include, but may not be limited to, chip and fog sealing, paving, shouldering, and other miscellaneous roadwork. The work may include mobile operations. On such occasions, multiple flaggers will be required. Work will occur on an as-needed basis. ACHD will make work requests with a minimum notice of forty-eight (48) hours for larger projects and twenty-four (24) hours for smaller projects. All services, supplies, and equipment provided under this contract shall comply with the current standards of the Manual for Uniform Traffic Control Devices (MUTCD). Traffic Control Supervisors and Flaggers shall be in good physical condition, qualified, and trained by the Idaho Technology Transfer (T2) Center or reciprocal agreement agency and hold current certification by the American Traffic Safety Services Association (ATSSA). Trucks will include a set of six signs in accordance with Manual for Uniform Traffic Control Devices (MUTCD) Section 6H-13. All personnel working on ACHD's projects are required to attend a mandatory ACHD Flagging Orientation Class. ACHD will provide additional classes as needed for new personnel. All personnel working on ACHD's projects will be required to follow, at a minimum, ACHD safety policies and procedures at all times. The Invitation to Bid (ITB) seeks competitive bids from qualified Firms to provide Traffic Control Services for various ACHD job sites throughout Ada County and includes, but may not be limited to, chip and fog sealing, paving, shouldering, and other miscellaneous roadwork. Due to the complex nature of the various roadwork categories, locations, and manning, ACHD may award multiple contracts to support these needs and address Vendor availability. If a Vendor cannot provide the required Traffic Control Services when requested, ACHD may go to the next lowest cost bidder without penalty.
