The U.S. Army Corps of Engineers, New England District (CENAE) is conducting Market Research to determine potential impacts of the consolidation of historically separate Architect-Engineering (A-E) contracts that provided General Topographic Surveying, Mapping and Geospatial Services (herein Survey Services) and A-E Small Business Indefinite Delivery/Indefinite Quantity (IDIQ) General Engineering and Design Services (herein Small Business A-E IDIQ), respectively. NOTE: Both contracts for this action serve 8(a), HUBZone, Service-Disabled Veteran-Owned, Women-Owned and Small Business concerns. The purpose of this announcement is to determine the potential impacts of contract consolidation on businesses identified in the paragraph above. The Small Business A-E IDIQ Multiple Award Task Order Contract (MATOC) will serve as the principal conveyance of all work discussed in this market analysis. The North American Industrial Classification System (NAICS) Code for the Small Business A-E IDIQ is 541330 with a size standard of $25.5M. For the Small Business A-E IDIQ, at least three contractors shall be selected for negotiation based on demonstrated competence and qualifications for the required work. Work will primarily be performed within the boundaries of the U.S. Army Corps of Engineers (USACE) New England District (ME, MA, NH, CT, VT, and RI), but could also include other states and districts covered by the USACE North Atlantic Division's (NAD) mission areas (NY, PA, NJ, DE, MD, VA, WV, and the District of Columbia). Each contract will be negotiated and awarded with a five-year ordering period. The total amount of the MATOC pool is estimated to be between $18M and $24M. Work will be issued by negotiated firm-fixed-price task orders. The contracting officer will consider the following factors in deciding if the survey services from the General Surveying, Mapping and Geospatial Services contract may be consolidated into the Small Business A-E IDIQ scope of work. Award of the Small Business A-E IDIQ contracts to the selected firms is anticipated in October 2024. Work under this contract will include the following tasks: The work under the Small Business A-E IDIQ includes, but is not limited to, various engineering, design and/or construction phase services. A-E Services that may be required under the Small Business A-E IDIQ contract include the preparation of: design drawings, technical specifications, construction cost estimates, design and construction schedules, design analyses, engineering calculations, design-build requests for proposal, conceptual designs, civil works and military planning studies, engineering studies, and other technical reports, sustainable design/LEED project documentation, commissioning reports, and value engineering (VE) studies. Services may also include all architectural and engineering tasks necessary to develop the documents listed above to also include: developing models (e.g., architectural, hydrology, coastal), economic analyses, life-cycle cost analyses (LCCA), Survey Services, geotechnical investigation and analysis, development and use of GIS systems, and construction phase services to include shop drawing review, as-built drawing preparation, preparation of O&M manuals, field oversight, and engineering consultation services. The Survey Services proposed to be consolidated into the Small Business A-E IDIQ contract involve general land surveying, mapping, and geospatial services which includes activities associated with measuring, locating and preparing maps, charts, or other graphical or digital presentations depicting natural and man-made physical features, phenomena and legal boundaries of the earth. Consolidated task orders may include the following survey services: Topographic Engineering, Hydrographic Engineering, Land, Cartographic Surveys and general Geospatial Database development services and products. Work could include acquisition of topographic and hydrographic oriented surveying and mapping data for: design, construction, dredging, master planning, operations, as-built conditions, precise structure stability studies, property and boundary surveys; monumentation, aerial photography; marking and posting maps, charts, and similar products for general use; and preparation of tract descriptions. Surveys will be collected utilizing conventional and electronic instrumentation, photogrammetric, laser scanning, remote sensing, Global Positioning System (GPS), multi-beam and side scan sonar, subbottom profiling, remotely operated vehicles (ROVs), drones, and other survey methods as applicable. Geospatial services may include mapping, charting, and related geospatial database development, which includes the design, compilation, digitizing, attributing, scribing, drafting, printing and dissemination of printed or digital map, chart, and related geospatial database products associated with planning, engineering, operations, and related real estate activities utilizing photogrammetric, geographic information systems, and other manual and computer assisted methods as applicable. Final products may need to be distributed and available in several different formats including (but not limited to), ASCII, Adobe PDF, and smooth sheet plots to a pre-determined scale. Specialized experience working with Differential Global Positioning Systems (DGPS); RTK GPS equipment capable of centimeter measurement accuracy, electronic total station with data collector; and CAD/GIS data processing equipment with the ability to deliver CAD drawings in MicroStation/InRoads format (DGN/DTM). Work may also require aerial photography. Maps must be submitted in hard copy report format, hard copy ANSI D drawings, and MicroStation DGN format. Professional surveyor registration will be required in all six New England States either by the prime or subconsultant(s). Registration will be required in the other states listed above should a task order be issued for one of those states. The Government is considering consolidating all described work into one procurement package or maintaining the current operating environment of two separate contract procurements. The results of this market research will be taken into consideration during the Government's determination to consolidate this work. Please describe how consolidating this work into one contract will affect the offer's ability to do the work, either positively or negatively. Interested firms should submit a response to this notice with discussion of ramifications of the potential consolidation. The results of this sources sought will be considered to be in effect for a period of one year from the date of this notice. The Method of Contractor Selection has not been determined at this Time.
