Notice is hereby given that the County of Monmouth is requesting Professional Qualifications be submitted by interested Consultants for Professional Services Regarding the Defined Solid Waste Support Tasks and On-Call Professional Solid Waste Management and Engineering, Planning and Surveying Services in Connection with the Operation and Permitting of the Monmouth County Division of Reclamation Facilities Professional Services Regarding the Defined Solid Waste Support Tasks and On-Call Professional Solid Waste Management and Engineering, Planning and Surveying Services in Connection with the Operation and Permitting of the Monmouth County Division of Reclamation Facilities for the Period of January 1, 2024 through December 31, 2024 Inquiries regarding this project should be directed to Matthew Rutkowski of the Monmouth County Division of Reclamation, at (732) 683-8686 x5108. The qualifications statement shall be no more than four (4) typed, single sided 8 1/2 " x 11" sheets in length. Anything in excess of this page limitation will not be read or considered. Resumes of proposed key personnel must be attached to the qualifications statement. Each resume shall be a maximum of two (2) single-sided 8 1/2 " x 11" sheets in length and should highlight education, professional credentials, and work performance on projects similar to that described below. The resume of the proposed project manager, as well as the resume(s) of proposed key technical staff must be included. Also included shall be a listing of work areas which the Consultant would subcontract out to other firms, the names of each subconsultant, and the resumes of the sub-consultant's(s') project manager(s). One (1) original, unbound, and four (4) bound copies of the qualifications package must be in a sealed envelope, labeled with the project name, project number and the name and address of the Consultant The Consultant firm(s) shall provide the County of Monmouth with professional solid waste engineering, planning, and surveying support services necessary for a period of twelve months, beginning on or about January 1, 2024 and ending December 31, 2024 for Defined and on-call Professional Services on an as needed basis for various projects at the Monmouth County Reclamation Center (MCRC) and related facilities. The Monmouth County Reclamation Center consists of the Phase I, II, and III Landfills, Leachate Pre-Treatment Facility and related environmental control and support facilities located in Tinton Falls that operates under various New Jersey Department of Environmental Protection, USEPA and Army Corp of Engineers permits. The Monmouth County Reclamation Center is also responsible for the post-closure care and monitoring of the Howell Landfill in Howell Township and the Belford Landfill and Ferry Terminal in Middletown Township. The requested Professional Services may involve any or all of these facilities. It is anticipated that said Professional Services may involve consulting services for the following defined tasks in support of the Monmouth County Reclamation Center, related facilities, and the Monmouth County Board of County Commissioners: Groundwater Statistical Analysis and Mapping for NJPDES reporting Preparation of Shewhart-CUSUM Control Charts for NJPDES reporting Title V Permit reporting and compliance USEPA Greenhouse Gas reporting Landfill expansion bid, award, and construction management support Third party RNG facility contract and construction management support In addition to the above defined tasks, the Consultant may be asked to provide additional on-call support for various solid waste, landfill, regulatory compliance, and environmental related services. Interested Consultants which consider themselves well qualified for the anticipated work should have specialized expertise in the environmental monitoring, planning, permitting and operation of solid waste facilities and should be familiar with the State of New Jersey and USEPA environmental and permitting regulations. The method of Contractor Selection has not been Determined at this time. Award amount $1,114,212
