DESCRIPTION A. You are invited to submit a stipulated sum proposal on the attached forms for drop-off lane, two parking lots, and associated lighting and landscaping work and for furnishing of all labor, materials, services and equipment necessary for and incidental to the Work as called for on the Drawings and in the Project Manual. B. Proposers may submit a proposal for the Work either individually or combined as indicated on the Proposal Form. C. A contract will be awarded based on the proposal offering the best value to the Owner for the project. Question Date: 12/1/2023 05:00 PM (CT) Response to Questions: Tuesday, December 5, 2023, 5:00 p.m. PROPOSAL SECURITY Proposal security in the sum of 5% of the total proposal amount and in the form of a cashier's check, certified check or Surety Proposal Bond, shall accompany all proposals as stipulated in the Instructions to Proposers. INSURANCE REQUIREMENTS The Proposer shall furnish insurance in the types and amount of coverage required, and shall be secured from sources as defined in the Owner/Contractor Agreement. The cost shall be included in the Proposal. BASIS OF PROPOSALS A. Owner will be utilizing the competitive sealed proposal procurement method as authorized by Texas Government Code, Title 10, Subtitle F., Chapter 2269, Subchapter D. The selection criteria used to evaluate each proposer's proposal is stipulated below in paragraph "D. Selection Criteria and Points". B. The construction cost budget for this project is approximately $1,650,000.00. C. Proposals shall be made on a stipulated sum basis on the attached Proposal Forms. The Owner reserves the right to accept or reject any or all alternates or to accept any combination of alternates considered advantageous to the Owner. The award or rejection action regarding this Proposal is at the sole discretion of the Owner and the Owner makes no warranty regarding this Proposal that a contract will be awarded to any proposer. The Owner agrees that if the Contract is awarded, it will be awarded to the proposer offering the best value to the Owner. The Owner is not bound to accept the lowest priced Proposal if that Proposal is judged not to be the best value for the Owner, as determined by the Owner.
