a) The intent of this Agreement is to obtain a Contractor who can provide Roof Anchor System Services in order to: o ensure proper due diligence in industry standard best practice and legislative compliance o ensure equipment is safe for use as intended o prolong the life of the equipment and minimize breakdowns o identify and repair any concerns in a timely and cost effective manner to ensure all equipment are operating at 100%. b) Roof Anchor System services may include, but is not limited to: o Preventative Maintenance (PM), on a scheduled basis including: o Annual inspections o Periodic five (5) year inspection, testing and certification o Reporting / approval for safe use o Other specified services o Demand Maintenance (DM), on an as-required prior approval basis including: o Repairs and replacements o Modifications o Technical and compliance auditing o Re-certification o Emergency services o Supply of parts o Professional Engineer services for installations, modifications, repairs and replacements o Other related services, as requested by the Region, above and beyond PM services c) This RFT is issued by the Region of Halton on behalf of the following organizations utilizing these services: o Energy Fleet and Facilities (EFF) - Facilities Services, including various departments, buildings and facilities within the Region as identified in the Tender. EFF manages a portfolio of facilities consisting of: o Halton Regional Centre o Long Term Care (LTC) homes o Halton Community Housing Corporation (HCHC) buildings and residences. HCHC manages a portfolio of family, single, and seniors residential properties of varying sizes and building types including: o Low-rise apartments o Mid-rise apartments o High-rise apartments o Halton Regional Police Service (HRPS), manages a portfolio of buildings and facilities within the Region, including the following as identified herein: o Halton Regional Police Service Headquarters o Police Division 12 d) Each organization shall issue a separate purchase order under the Agreement, with the service requirements of EFF and HCHC overseen by Energy, Fleet and Facilities. e) This Tender does not include services associated with construction projects. f) The Contractor shall supply all of the necessary qualified, competent, skilled staff, and materials, parts, supplies, plant, equipment, transportation, tools and services necessary to complete the work as required and as requested by the Region, at the rates provided on the Schedule of Prices throughout the Term of the Agreement, as herein described. g) The Contractor shall be an established company providing similar services, fully prepared and sufficiently staffed with a dedicated service team, equipped and able to complete all of the scheduled Preventative Maintenance services as outlined in this Specification. Failure by the Contractor to provide sufficient staffing and resources to handle and meet the Region's needs may result in the termination of the Agreement. h) Further to the General Terms and Conditions, Item 21, Changes in the Services, the Region may, without invalidating this Agreement, order changes by altering, adding to, or deducting from the services. Pricing for additional services shall be comparable to and shall not exceed the Agreement unit pricing, and rates in effect, and as submitted in the Schedule of Prices for comparable existing equipment and services, as applicable Question Deadline: Wed Nov 15, 2023 4:00:00 PM (EST) The Agreement shall commence on December 1, 2023 and shall continue for a five (5) year term ending November 30, 2028. The Region shall have the option to renew this Agreement for one (1) additional five-year period based on the same terms and conditions, subject to satisfactory performance to the date of renewal and price negotiation Duration in months: 120
