Site work and new construction of a mixed-use development in Peoria, Arizona. Completed plans call for the construction of a 6,500-square-foot restaurant; for site work for a restaurant; restaurant; and retail development.

The City of Peoria Arizona is seeking a qualified design build team to provide design and construction services for the development of one or more restaurants and retail space in the City's Downtown District. The revitalization efforts focus in the local area spanning 83rd to 84th Avenues from Washington Rd. to Jefferson Rd in Downtown Peoria. All questions regarding the solicitation should be sent in writing to the designated purchasing agent via email or through Messages/Opportunity Q&A on the City of Peoria's Purchasing Portal (Bonfire). The designated purchasing agent for this solicitation is: Christine Finney, Materials Manager Phone: (623) 773-7531 Email: christine.finney@peoriaaz.gov The City intends to award one multi-building Design Build agreement as a result of this solicitation. Submitting teams shall possess relevant experience in restaurant and retail space, site development, utility and storm water design, and shall have a strategic team component with revitalization and redevelopment efforts. The contractor component of the team must have substantial demonstrated experience in using the design build delivery method, must be experienced in delivering preconstruction services, and must be the Arizona licensed general contractor to construct the facilities under an at-risk, open-book/negotiated contract structure. Teams well suited for this project will be able to demonstrate high customer satisfaction from past clients from the programming phase through a project's warranty period. The City of Peoria's total FY2024 capital budget for Downtown revitalization is $15M and encompasses the construction of one or more restaurant and retail spaces, the rehabilitation of a historical building and local areas improvements including street scape and common space design and implementation. Submitting teams ideally will possess experience in the following areas: Confirmed Shortlist Leading a multi-disciplinary team of prime design professionals and sub-consultants under a design build delivery method ensuring the achievement of the Owner's program and budget objectives; The design and construction of restaurant and retail space in revitalization and redevelopment areas; Experience with site design, prototype building adaptation, and developing architectural solutions consistent with chapter 6 of the City's Community Design Guidelines; Expertise in commercial food service equipment & design, Maricopa Environmental Services Food & Restaurant facility design requirements, and Arizona Department of Liquor design requirements; Storm water management, wet utility design including grease waste pre-capture, and dry utility coordination with Arizona Public Service (APS), Cox, and Century Link; Conceptual cost modelling, plan based preconstruction estimating, and the leveraging of the subcontractor community to contribute to the preparation of market accurate cost estimates for building, building & kitchen systems, and site development; Preparing written and graphic deliverables that are tailored to a range of technical and non-technical stakeholders and elected officials; Safe, efficient, and schedule driven construction. The firstestaurant shall be approximately 6,500 square feet of internal space, with a 1,200 square foot patio and approximately 1,000 square foot outdoor cooking space. There is a specific target look and feel for this building, which is represented in Reference Document 1, City of Peoria Downtown Development Powerpoint Presentation, page 8. A development agreement with a selected lease tenant and periodic tenant participation during the project will inform the design and construction team's responsibilities for tenant improvements, furniture, fixtures, and equipment (FF&E). The second retail restaurant space shall be a food hall concept sized and equipped to support 5-8 restaurant operators and 2-3 bar/beverage operators. Reference Document 1, page 9 provides a conceptual reference for such application. The City will leverage the experience ofthe City's Commercial Real Estate Broker and of the Design and Construction Team to envision the end product. The City intends to pre-plan the building shell, common utilities, and tenant suites while allowing for a Tenant Improvement Allowance for each of the first time lease operators. As a second phase, the City may elected to build a third building on City owned land east of 83rd Ave, north of Jefferson St. Should the City elect to fund this project, additional details will be provided. The City of Peoria has elected to use the Design Build delivery method for this project as outlined under Title 34 A.R.S. Cost effective construction in an efficient timeframe and within the City's tolerance of financial risk will be the guiding principles behind design and construction of these new facilities.
