The work is generally described as follows: The widening of East 96th Street North Roadway Improvements, North 119th East Ave to North 129th East Ave with a lane north and south on the existing alignment. New pavement to be concrete versus asphalt, with concrete medians, left turn lane modifications. Included in the project are four (4) new traffic signals at the intersection of North 121th East Ave., the US Hwy 169 exit ramps north and south bound exists and at the intersection of North 119th East Ave North 121th East Ave., will widen to the south of East 96th Street North and into the Lowes parking lot. The north and south offramp lanes will widen to accommodate traffic. Additional lanes will be added to the East 96th Street North/North 129th East Ave intersection and N. Owasso Expressway south of East 96th Street North near Walgreens. Landscaping with irrigation will be added in the new medians. Each Bid Must Be Accompanied by a Proposal Guaranty Payable to the City of Owasso for Five Percent (5%) of the Total Amount of the Bid. As Soon as the Bid Prices Have Been Compared, the City of Owasso Will Return the Guaranty to All Except the Three Lowest Responsible Bidders. When the Agreement is Executed, the Guaranty of the Two Remaining Unsuccessful Bidders Will Be Returned. The Guaranty of the Successful Bidder Will Not Be Returned Until the Performance and Maintenance and Statutory Payment Bonds Have Been Executed and Approved, After Which It Will Be Returned. The Viewing Documents May Be Examined at Owasso City Hall Located at 200 South Main Street, Owasso, Ok . Attorneys-in-fact Who Sign Bid, Performance and Maintenance and Statutory Payment Bonds Must File With Each Bond a Certified and Effective Dated Copy of Their Power of Attorney. Important: Surety Companies Executing Bonds Must Appear on the Treasury Departments Most Current List and Be Authorized to Transact Business in the State Where the Project is Located. All Bids Must Be Made on the Required Bid Form. All Blank Spaces for Bid Prices Must Be Filled in, in Ink or Typewritten, and Bid Form Must Be Fully Completed and Executed When Submitted. Bids Carrying Riders, Alterations of Construction Time or Qualifications Which Modify the Amount of the Bid as Submitted Can Be Rejected as Irregular. Bidder Must Fill Out the Bid Form and Other Required Documents for the Bid Opening. The City of Owasso May Waive Any Informalities or Minor Defects or Reject Any and All Bids. Any Bid May Be Withdrawn Prior to the Above Scheduled Time for the Opening of Bids or Authorized Postponement Thereof. Any Bid Received After the Time and Date Specified Shall Not Be Considered. No Bidder May Withdraw a Bid Within Thirty (30) Calendar Days Following the Actual Date of the Opening Thereof. Should There Be Reasons Why the Contract Cannot Be Awarded Within the Specified Period, the Time May Be Extended by Mutual Agreement Between the City of Owasso and the Bidder. Bidders Shall Submit a Completed Statement of Bidders Qualification, Section 00230, at the Time of the Bid Submittal. All Forms Are Included. Bidders Are Only Required to Submit All Subsections of Section 00200 (See Section 00110: Requirements for Bidders) at the Time of Opening. A Certified Check May Be Used in Lieu of a Proposal Guaranty. Performance and Maintenance and Statutory Payment Bonds in the Amount of 100 Percent (100%) of the Contract Price, With a Corporate Surety Approved by the City of Owasso, Will Be Required for the Faithful Performance of the Contract. The construction contract time for this project is Three Hundred (300) calendar days until substantial completion, and the time is Three Hundred and thirty (330) calendar days in which to be completed and ready for final payment. Time extensions may be granted by the Owner for delays considered beyond the contractors control. The intent of the project is to issue a Notice to Proceed for January 15, 2024 and be substantially completed by November 15, 2024, which includes all driving lanes and parking lots opened, before the premium holiday season.
