Site work for a residential development in Boston, Massachusetts. Completed plans call for site work for a residential development.

This Request for Qualifications (RFQ) is the first part of a two-step Bidding process. Per Chapter 104 of Massachusetts Acts of 2022, MGL Chapter 149 requirements do NOT apply to this project. Based on the SOQs received in this Phase I, BHA will select respondents it deems to be prequalified in accordance with the criteria set forth in the RFQ. In Phase II, the prequalified respondents will be invited to submit bids in response to an RFP which BHA anticipates to be issued in January 2024. Only GC firms prequalified for this project in Phase I will be permitted to submit bids in Phase II. The project delivery method for construction will be design-bid-build. The site of the Project is located at the Mildred C. Hailey development with a management office at 30 Bickford Street, Boston, MA 02130. The project includes comprehensive modernization of (5) 3-story walk-up residential buildings, (87) units total, including site/landscape renovation. This is the first phase of a larger multi-phase comprehensive modernization effort planned at this site. BHA anticipates the notice to proceed (NTP) for Construction will be issued in March 2024 and construction will be completed within 540 calendar days from the date of the NTP. At the time a GC firm submits its SOQ, it must have a DCAMM Certification in the Contractor Category "General Building Construction" with a single limit greater than the $50,500,000 estimated construction cost and submit a copy of its Certificate of Eligibility and Update Statement with its SOQ. This required SOQ is different from DCAMM Certification, all GC firms must be prequalified for this project, even if the GC firm is already DCAMM Certified. The successful respondent must be able to obtain bonding for the full estimated construction cost. Women and Minority Business participation and minority work force goals will apply to this project.
