The project is located at Region 1 Headquarters, 601 Locust Street, Redding, CA 96001, Shasta County, California. The Contractor shall provide all labor, tools, equipment, materials, incidentals, permits and taxes necessary remove trees, perform various site improvements, and other miscellaneous work, as outlined in the Items of Work. License Requirements: Site improvements shall be performed by an A or B contractor Tree removal and trimming shall be performed by a C-61/D-49 sub-contractor Estimated Cost: $ 500,000.00 DVBE Incentive: For evaluation purposed only, an incentive will be given to bidders who exceed the 3% DVBE participation requirements. Refer to the Instructions to Bidders. As of March 1, 2015, Senate Bill 854 requires that :No Contractor or subcontractor may be listed on a bid proposal for a public works project unless registered with the Department of Industrial Relations. Failure to register with DIR or list sub-contractors not registered will render your bid non-responsive A mandatory pre-bid walkthrough is scheduled at the jobsite as indicated above for the purpose of discussing concerns regarding this IFB. Contractor must attend pre-bid walkthrough to bid on this project. In addition to the terms and conditions referenced above, the Contractor will comply with all laws, regulations, and policies regarding prevailing wage determinations. These rules include, but are not limited to: Labor Code 1770: The Department of Industrial Relations (DIR) has ascertained general prevailing rate of per diem wages in the locality in which the work is to be performed. Labor Code 1774: The Contractor to whom the contract is awarded, and any subcontractor under him, shall pay not less than the specified prevailing rates of wages to all workmen employed in the execution of the contract. California Department of Fish and Wildlife's Redding Headquarters Campus (HQ) Drought and Climate Hazard Tree Removal, Tree Maintenance, infrastructure vegetation clearance and Landscaping Project. The Redding HQ is forested and heavily vegetated with native and invasive trees and shrubs. Drought and high heat events related to climate change has resulted in mortality and warning signs in many trees and shrubs with a significant portion of their woody material dead or dying that are now susceptible to mortality. These trees and shrubs present an immediate wildfire risk; present life safety danger to employees working on site and the public visiting the campus; and pose a high risk and liability for damage to vehicles, buildings, overhead transmission lines, and infrastructure. Additionally, in some areas, the trees and other woody vegetation are overstocked, immediately adjacent to state infrastructure, are susceptible to drought related mortality and pose a fire hazard. Other trees and vegetation may be invasive species which are competing with Native species, encroaching on infrastructure and further elevating the mortality and hazard risks. The campus historically had landscaped areas that featured both native and non-native plants and shrubs, with some of the landscaped areas receiving irrigation. Beginning with the drought in 2014-2015, irrigation was halted on shrubs to conserve water per the Executive Order, and all of the landscaped areas including both irrigated and non-irrigated are showing signs of mortality and are now converting into areas of invasive weeds. The scope of work includes removing dead and dying hazard trees and shrubs, removing trees and shrubs encroaching on state infrastructure and trimming the remaining trees and shrubs and xeriscaping (zeroscaping). Within the previously landscaped areas, all sprinklers will be removed, underground water lines will be capped, invasive weeds and shrubs will be removed, plant barrier fabric will be installed and covered with decorative decomposed granite. One parking and equipment storage area has been identified to receive plant barrier fabric and road base gravel.
