Rockwood Water People's Utility District (District) is seeking proposals from qualified firms experienced in the supply of water meters for measuring potable water usage and implementation of automatic water meter reading systems. The District intends to purchase an automatic water meter reading system or Automated Metering Infrastructure ("AMI") to facilitate reading water consumption of approximately 13,900 services. All constraints/limitations associated will be the responsibility of the selected firm to manage in order to deliver a project within the awarded schedule of prices. The scope of the work will happen over the course of 5 years from execution of the Contract. Price increase schedules should be included as the project will span several years. Proposers must provide contact name, company name, contact information (i.e., mailing address, email address, and phone number) to be placed on the Vendors List to be able to download the documents and receive notifications regarding addenda. Addenda notifications will be emailed by the District to the Vendors List. Proposers responding to this proposal request must follow the directions stated within the request. Adherence to these rules will ensure a fair and objective analysis of your proposal. All services shall be performed by qualified personnel under the supervision of professionals, licensed or otherwise, qualified by the State of Oregon to perform said services. Consultant shall comply with all federal, state, and local laws and ordinances applicable to the work, including without limitation, the applicable provisions of ORS Chapters 279a, 279b, and 279c covering the services being provided. Proposers responding to the RFP do so solely at their expense, and District is not responsible for any Proposer expenses associated with the RFP The District's programs, services, employment opportunities, and volunteer positions and contracts are open to all persons without regard to race, religion, color, national origin, sex, sexual orientation, age, marital status, handicap, or political affiliation. The District reserves the right to seek clarifications of each Proposal and to negotiate a final Contract that is in the best interest of the District. The District reserves the right to reject any and all proposals not in compliance with all prescribed public procurement procedures and requirements and to reject for good cause any or all proposals upon a finding of the agency that it is in the public interest to do so. The District anticipates that the competitive procurement process may lead to additional work being requested by the District in completing AMI Water Meter Replacement efforts. Any objections to the RFP process, or any requests to make changes to the RFP process, must be submitted in writing to the District within the time period specified in the RFP. If the District makes any changes to the RFP process based on a Proposer's request, the District will make that change through an addendum. Any objections to the District's selection of the Consultant will be processed using the rules set forth in OAR 137-048-0240.
