The Municipality does not undertake to accept the lowest bid, nor any of the bids received, and it declines all liability with regard to any of the bidders in the event of rejection of all bids. The contract is awarded by decision of the Municipality council, at its sole discretion, and the Municipality cannot be bound in any other way than by a resolution of its council.
