The center, located in West Chester Township, currently offers opportunities to earn degrees and certifications in health fields. The expansion will add 25,000 square feet to its existing 32,000 square feet, in response to Butler Tech's 15% increase in student applications. The tech school hopes the project will allow for the introduction of new career pathways and foster partnerships with local hospitals and educational institutions. "This expansion project directly addresses the growing community need, as a steady increase in student applications necessitates increased capacity to provide quality career education for aspiring healthcare workers," Jon Graft, superintendent at Butler Tech, said in a news release. Butler Tech Bioscience Centerexpand The expansion at Butler Tech, which will add 25,000 square feet to an existing center on campus, will cost $12.1 million. MSP Design The project is being funded by a $7.2 million grant from the Ohio biennial budget and $4.9 million from Butler Tech. "This grant will provide us the opportunity to transform lives in our community," Graft said in the release. "Through partnerships with local hospitals and higher education institutions, the expansion project will provide a high-quality space for students to earn in-demand credentials." MSP Design is the architect on the project, and Pepper Construction is the general contractor. This is the second expansion to the Bioscience Center, which originally opened in 2016 after a $16 million build. Butler Tech in 2020 underwent a $1.8 million project, adding more classroom and lab spaces. Butler Tech plans to open the expanded center in January 2026. The Bioscience Center expects to enroll an additional 200 students annually. _____________________________________________________________________________________________________________________________________________________________ As of October 28, 2024, construction is underway. *The closed solicitation has been included below for reference: The Butler Technology and Career Development Schools (the Owner) Intends to Contract for Construction Manager at Risk (Cmr) Services in Connection With Its Bioscience Center Expansion Project (the Project). It is Anticipated That the Project Will Be Funded in Part, Through Federal Funds Made Available by the Cte Construction Facilities Expansion Grant Through the American Rescue Plan Act (Arpa) and Will Be Subject to Compliance With the Requirements for Cte Construction Facilities Expansion Grant and Arpa Funded Projects. The Selected Cmr Must Comply With Related Requirements and Assist Owner With Such Compliance. Accordingly, the Uniform Guidance Appendix Ii to Part 200 Contract Provisions for Non-federal Entity Contracts Under Federal Awards Shall Apply. As Required by Ohio Revised Code Section 9.33, Et Seq., the Owner Requests Statements of Qualifications From Experienced Firms to Provide Cmr Services to the Owner in Connection With the Work for the Project. This Request for Qualifications (Rfq) Includes Criteria Against Which Qualifications Submitted Will Be Reviewed and Evaluated to Develop the Short-list of Firms From Which Proposals Will Be Requested in the Second Phase of the Selection Process. The Short-listed Firms Will Be Asked to Provide Both Pricing and Technical Proposals, Which Will Be Reviewed and Evaluated to Determine the Firm That Will Provide the Best Value to the Owner for the Project. Submittals: Interested Firms (Respondents) Must Submit 3 Hard Copies and 1electronic Copy in Pdf Format, on Usb Drive,of the Requested Statement of Qualifications (Soq), Enclosed in a Sealed Envelope. the Envelope Shall Be Plainly Marked on the Outside "Butler Tech Bioscience Center Expansion Project - Cmr Qualifications." All Questions Concerning This Rfq Shall Be Directed in Writing via Email to David Plotts at Plottsd@butlertech.org by 5pm 7 Calendar Days Prior to the Submittal Deadline. Questions Will Be Reviewed and the Owner Will Determine Whether Any Addenda Should Be Issued as a Result of Any Pertinent or Substantive Inquiries. Addenda Will Be Issued to All Firms That Have Requested the Rfq for the Project. Firms Shall Not Rely on Any Oral Instructions or Answers. Respondents Should Not Seek to Discuss Any Information Directly Relating to This Procurement With Any Owner Personnel or Anyone Affiliated With the Project, Except During Scheduled Site Visits, or as Otherwise Provided for in the Rfq. Violation of This Provision May Result in Disqualification From Eligibility for Selection. Project Overview, Schedule, and Owner Budget: a.this Project is Anticipated to Include Design and Construction Administrative Services to Expand Butler Tech's Bioscience Campus by Approx. 25,000 Square Feet to Accommodate 350 Students for the Following Programming: Intro to Health Information, Therapeutic Services, Allied Health (Dental, Stna, Medical Assisting), Practical Nursing, and Engineering & Robotics in Healthcare. C. The Owner Anticipates Commencement of Pre-construction Services Immediately. It is Anticipated That the Project Will Be Funded in Part, Through Federal Funds Made Available by the Cte Construction Facilities Expansion Grant. Accordingly, the Cte Construction Facilities Expansion Grant Funds Must Be Obligated by September 30, 2024 and All Work on the Project Must Be Completed Prior to September 30, 2026. D. Design Professional Services Are Being Procured Separately, Per the Ohio Revised Code. Scope of Services: Cmr Services for the Project Will Include, but Not Be Limited to, Design Review and Pre-construction Services, Participation in Developing the Budget and Updated Construction Cost Estimates, Participation in Preparing the Construction Schedule (Including Identification of Significant Milestones for Completion of the Work), Prequalification of Subcontractors to Perform the Required Work, Construction, and Close-out Phases of the Project. Cmr Services Will Be Defined in an Agreement With the Owner; the Form of Agreement, Including General Conditions of the Contract for Construction, Will Be Provided to the Short-listed Firms During the Rfp Phase. the Scope of the Selected Firm's Services Will Likely Include, but May Not Be Limited to, the Following: Pre-construction Services 1. Participate in Regularly-scheduled Design Progress Meetings With the Design Professional, the Various Consultants, and the Owner. The Cmr Shall Provide Ongoing Input With Respect to Constructability, Construction Costs, Material Selection/evaluations, Construction Duration and Phasing, Sequence of Construction, and Other Scheduling Services, Along With Construction Means and Methods. 2. Coordinate/participate in Meetings With the Owner and Design Professional, Utility Companies, and Regulatory Agencies to Expedite the Design/permit Process. 3. Identify and Detail Construction Phasing and Scheduling That Will Minimize Interruptions to Owner Operations, if Applicable. 4. Identify Long-lead Procurement Items and Develop Strategies to Minimize Effects of Same. 5. Develop Comments, Suggestions and Cost Estimates Throughout the Phases of Design. 6. Develop Constructability and Value Engineering Suggestions at All Design Phases - Considering Different Design/material/life Cycle Elements. 7. Assist With Permit Acquisition/approval. 8. Develop Prequalification Criteria for Subcontractors and Prequalify Subcontractors for the Work, in Accordance With Ohio Law. 9. Develop Potential Subcontractor Bidders' Lists. 10. Develop a Detailed, Open Book Cost Model and Updates Based on Interim Submittals for the Guaranteed Maximum Price (Gmp) Proposal Based on the Nearly Complete Construction Documents. B. Construction Services 1. Coordinate With the Owner, the Design Professional, and Other Stakeholders as Necessary. 2. Bond and Insure the Construction Per Ohio Law and the Contract Documents. 3. Procure Materials. 4. Schedule and Manage Construction Operations. 5. Bid, Award (With Owner Input, Per Ohio Law), and Manage All Construction-related Subcontracts. 6. Provide Quality Control and Construction Supervision. 7. Provide Progress Scheduling, Monitor/enforce Compliance With Schedule. 8. Conduct Regular Progress Meetings. 9. Address All Construction Related Permitting Requirements. 10. Maintain Safe Work Site. 11. Perform Project Closeout Including Documentation (Final Wage Reports, Lien Releases, O&m Manuals, as-builts, Etc.) C. Post-construction Services 1. Fulfill Warranty Obligations. 2. Perform Other Post-construction Services.
