Site work and new construction of a fire / police facility in Kissimmee, Florida. Working plans call for the construction of a fire / police facility; and for site work for a fire / police facility.

The owner has selected a Construction Manager. 1. The Osceola County Board of County Commissioners (hereafter COUNTY) is constructing two new fire stations at two different locations within Osceola County on COUNTY owned land. a. Proposed Fire Station 71 (Westside Boulevard) 1) To be situated on COUNTY owned land north of Westside Boulevard at the intersection of Westside Boulevard and Florence Villa Grove Road in Kissimmee, Florida. 2) The parcel IDs for the COUNTY owned land is 07-25-27-0000-0013-0000 and 07-25-27-0000-0018-0000. b. Proposed Fire Station 83 (Marigold Avenue) 1) To be situated on COUNTY owned land at the southeast corner of Marigold Avenue at the intersection of Marigold Avenue and East Bourne Road in Kissimmee, Florida. 2) The parcel ID for the COUNTY owned land is 25-26-28-6100-000K-0010. 2. The COUNTY seeks one or more Construction Managers at Risk (hereafter CMAR) to provide Construction Management services to perform turnkey construction of the two new fire stations. Pursuant to the requirements set forth in the Consultants Competitive Negotiations Act (CCNA), chapter 287, Florida Statutes, and all policies and procedures promulgated thereby, Osceola County Government, an Equal Employment Opportunity (EEO) employer, does hereby announce that it is accepting written proposals from all qualified firms or individuals interested in providing engineering and design services as described in the "Scope of Services" section of this Request for Proposals for Professional Services (PS) document: Construction Manager at Risk for Proposed Fire Station 71 (Westside Boulevard) and Proposed Fire Station 83 (Marigold Avenue). The successful proposer(s) shall prove by their qualifications, experience, availability, approach, and plan for the work that they will best serve the overall needs of Osceola County. The selection of the successful proposer(s) shall be at the Countys discretion and shall be made in a prompt manner after the receipt and evaluation of all responses. If you are interested in preparing a response to this PS document, please complete all of the requirements set forth in this PS document in the manner proscribed. Please note that your response is a binding offer to perform in the manner you describe in the proposal response for a period not to exceed one hundred eighty (180) days from the proposal due date and time. Also please be aware that under the competitive proposal process, the stipulations set forth herein are fully binding on you, the proposer, to the extent that you confirm acceptance by your signature on the Acceptance of Conditions page. Proposals received after the above date and time will not be accepted or considered and will be returned to the proposer unopened Question End Date 12/8/2023 12:00 PM. Any interpretations, clarifications, or changes will be made in the form of written addenda issued by the Procurement Services Representative. Oral answers will not be authoritative. It remains the sole responsibility of the proposer to contact the Procurement Services Office prior to submitting a proposal to ascertain if any addenda have been issued, to obtain all such addenda, and to return executed addenda with each proposal. Osceola County welcomes your response to this PS document. Osceola County reserves the right to reject any proposal found to be non-responsive, vague, non-conforming, or irresponsible. Osceola County may withdraw all or part of this proposal at any time to protect its best interest. The desire of Osceola County to pursue proposals shall in no way obligate the County to compensate you for your efforts or to execute a contract with you. All proposers are asked to be thorough yet concise in their response. Failure to provide the response in the manner prescribed herein may be grounds for disqualification. Proposers shall submit one (1) unbound original, one (1) reproducible CD-ROM or thumb drive formulated in Microsoft software or PDF format and three (3) bound copies, in accordance with the requirements set forth herein. The Osceola County Board of County Commissioners has established a Minority and Woman-owned Business Enterprise (MWBE) and Local Small Business Enterprise Programs (LSBE) with a combined goal of 25% contractor and subcontractor participation. The purpose of these programs is to promote and encourage the participation of MWBE and LSBE as Contractor or Subcontractor on County awards. Proposers must include a list of subcontractors by completing Attachment "G", Proposed Schedule of Subcontractors Participation, which identifies which firms are MWBE, SDVBE and LSBE and the proposed percentage of the dollar value of the contract to be performed by each firm. During the term of the agreement, Contractors using Subcontractors will be required to report on the percentage and the dollar value of the contract performed by MWBE, SDVBE and LSBE Subcontractors at the time of submission of each pay application or invoice. The Osceola County Board of County Commissioner has established a Service Disabled Veteran's Business Enterprise (SDVBE) Program to address the economic disadvantage of service-disabled veterans. Whenever the County is considering two (2) or more bids, proposals, or responses to a solicitation for the procurement of goods, services and/or construction, which are equal with respect to price, quality and services where at least one (1) response is from a certified SDVBE, the County shall award the agreement to the SDVBE. The County reserves the right to accept or reject any or all proposals, or to waive any formalities, technicalities, or irregularities. If the County finds significant errors in the proposal, or if the proposer fails to conform to the essential requirements of the RFP, the County will reject the proposal. When a proposal varies from the RFP requirements, the County and the County alone will determine whether the variance is significant enough to reject the proposal. The County reserves the right to reject the proposal of any proposer who has previously failed to perform properly, or to complete on time, a contract of a similar nature; who is not in a position to perform the contract; or who habitually and without just cause neglected the payment of bills or otherwise disregarded its obligations to subcontractors or employees.
