Reference Number 0000335272 Contractor shall complete a timber stand improvement project on 45 acres at Easter Lake and 13 acres at Fourmile Creek Greenway as identified on the attached maps. The goal of this project is a modified crop tree release and removal of shade tolerant/fire intolerant understory trees. Specifications are included in Section 5 " of Work" of the attached IFB packet. General Requirements - Contractors License Required - Insurance Required Bonding Requirements - Bid Bond 5 % - 100 % - 100 % -- The bid security must be in an amount set forth in the bidding documents and made payable to Polk County Conservation Board. Failure to execute a contract for the proposed work and file an acceptable and in an amount equal to 100% of the contract price and a certificate of liability insurance within thirty days of the award of the contract will be just and sufficient cause for the rescinding of the award and the forfeiture of the bid security. - Estimated Starting Date: December 18, 2023 - Project Completion Date: March 31st, 2024 *The Polk County Conservation Board reserves the right: o To reject any and all bids. o To waive technical or insubstantial irregularities when not shown to have resulted in any unfair advantage to any bidder The successful bidder shall be awarded the contract by Polk County Conservation Board at the Polk County Conservation Board held at 5:30 p.m. on December 13 th at the Polk County Administrative Building located at 111 Court Ave. Des Moines, IA 50309 room 110. Contractor shall complete a timber stand improvement project on 45 acres at Easter Lake and 13 acres at Fourmile Creek Greenway as identified on the attached maps. The goal of this project is a modified crop tree release and removal of shade tolerant/fire intolerant understory trees. Specifications are as follows: o PCC staff will mark crop trees to keep with red tree paint (dots). o Crop trees will be dominant or co-dominant, preferred species, have quality form, and be in good health. o Any unmarked trees and those marked with blue paint/flagging are to be felled or girdled. o Trees may either be felled or girdled and left standing for wildlife snags. o All trees 0-12" DBH should be felled, and trees >12" shall be double girdled. o If large equipment is used, it must be when ground condition is frozen or dry to minimize impact to soils, herbaceous vegetation, and preferred crop trees. o Contractor shall create burn piles of felled material on site. Burn piles shall be placed in lower depressions, if possible, but not under/close to desirable crop trees or roads/trails. o Contractor shall fell (not girdle) potential future hazard trees within 25 feet of high use areas (picnic areas, playgrounds, paved roads, parking areas, paved trails). Trees felled into mowed areas (all or in-part) should be moved into adjacent woodland and all debris cleaned up. o Contractor shall not leave cut trees hanging in other trees or over trails. If felling a tree presents a danger then the girdle method shall be used to kill the tree. Contractor shall use the double cut girdle method, with girdle cuts being 4 inches apart. The trails and roads adjacent to the project area may be temporarily closed to facilitate a safe work zone. Contact Cassie Cook to make arrangements. o No felled trees shall be left leaning against other trees or left with branches or stems touching stems of live trees. Special care shall be taken as to not damage large residual trees. o Large, dead and/or hollow trees shall remain undisturbed for wildlife purposes. At least 3 snags/acre shall be left for wildlife. If not enough are present on a per acre basis, then snags can be created by girdling living trees. o Stumps shall be cut at grade level, but those with larger root flares can be cut to a maximum height of 3 inches. o Contractor shall use chemical to prevent sprouting on any species that is not a crop tree species, whether girdled or felled. (White oak spp, red oak spp, and Kentucky coffee tree shall not be treated with chemical). o When girdling, herbicide shall be applied into the continuous cut all the way around the tree (only treat bottom ring if double girdled). o When chemically treating stumps, Contractor shall apply herbicide to the outer one inch of sapwood. Permissible herbicides are Glyphosate and Triclopyr. Inquiries to determine the use of other herbicides than listed previously should be made pre-bid. The use of Tordon is prohibited. o No rotary mowers will be allowed. o Equipment must be cleaned prior to arriving at the work site to prevent spread of invasive species. An inspection with PCC staff must occur before work begins. o Cutting is prohibited between March 31st and October 1st. o Work to begin on or around December 14, 2023 upon authorization from PCC staff.
