Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27-1 et seq. Award of contract may be supported by federal funds including the American Rescue Plan Grant. The Board of Education reserves the right, in accordance with applicable law, to reject any or all proposals and waive non-material irregularities in a proposal. All questions shall be submitted in writing via the bidding platform prior to 12:00 p.m. EST Monday, February 2, 2024. The specific section and page number to which each question refers to is to be indicated. C1.1 The solicitation is to supply and install digital light-emitting diode (LED) signs, dibond signs, and banners with a message board panel, and banners of various sizes, graphics, and designs for various locations within the Newark Board of Education (NBOE, District) on an as needed basis. C1.2 The Contractor shall use qualified, trained and experienced personnel to manufacture and install digital LED signs with a message board panel. C1.3 Quoted prices shall include all hardware to successfully mount and/or install the requested signs. C2 LED SIGNS C2.1 All LED signs must be electronic message center (EMC) signs, capable of displaying words, symbols, figures or images that can be electronically changed by remote or automatic means. C2.2 All digital signs shall be newly manufactured with no used or refurbished parts. C2.3 Digital LED signs shall conform to all National Electric Code (NEC) regulations. C2.4 All LED signs must comply with part 15 of the Federal Communication Commission (FCC) rules. C2.5 NBOE personnel will provide electricity and internet/data, the awarded Contractor is responsible for all other components of installation, including the final connection. C2.6 Electrical work shall be performed by a New Jersey licensed electrician (only applicable for LED Signs).
