The Ithaca Area Wastewater Treatment Facility (IAWWTF) Special Joint Committee (SJC) is seeking a qualified engineering consultant to perform planning, design, and construction phase services for a IAWWTF Capital Improvement Plan (CIP). IAWWTF Description The IAWWTF was commissioned in October 1987. The 13.1 MGD plant is a traditional activated sludge treatment process which includes preliminary screening, primary clarification, biological treatment, final clarification, rapid plate settling tertiary phosphorus removal, and a chlor/de-chlor system using chlorine and sodium bisulfite. The plant discharges into Cayuga Lake through a 3,200-LF 48" steel and concrete effluent pipe that is diffused through a series of risers. Plant biosolids are stabilized through anaerobic digestion, which are then dewatered (belt filter press) and landfilled. Approximately 65-70% of the methane produced is used in plant electricity and heating needs through a Capstone co-generation system. The facility treats an average flow of approximately 6 MGD with peak flows in excess of 30 MGD. The IAWWTF receives wastewater from the City of Ithaca and portions of the Town of Ithaca and the Town of Dryden who make up the municipal ownership of the plant. Municipal and industrial customers include the Village of Cayuga Heights, Cornell University and three permitted users including a brewery, laboratory, and electroplater under the plant federally mandated industrial pretreatment program. The facility also receives trucked wastes from various sources including: septage, landfill leachate, municipal sludge, and alkaline hydrolysis liquid waste from the College of Veterinary Medicine. The operational budget is overseen by the SJC which is comprised of representatives from the three (3) municipal partners. The SJC meets monthly and refers administrative and financial matters to their respective governing boards for approval. The State of New York has established an overall goal of 30% for Minority and Women-Owned Business Enterprises ("MWBE") participation on this project. As such, Minority and Women Owned Business Enterprises are encouraged to apply or show how this goal will be met through project partnership.
