The Red Cliff Band of Lake Superior Chippewa is soliciting bids from qualified contractors for the Elder Snow Removal Program. The contract for these services will be between the selected contractor and Red Cliff, and must conform to all applicable federal, state and Tribal laws and regulations. The Red Cliff Tribe reserves the right to accept or reject any and all bids. A. Red Cliff anticipates assisting approximately 80 residents this season. Plowing services are valid at eligible addresses listed in appendix B, and the contractor is responsible for familiarizing him or herself with each location for an accurate bid. B. Contractor must maintain documentation on each address such as the date, start and end times, amount of snowfall and any hinderances to completing the full service. C. Pushing snow across BIA and Tribal routes is not allowed, contractor will take this into consideration when calculating bid and be familiar with each location's individual requirements. D. Reimbursement shall only occur if the Tribe is presented with supporting documentation in the form of a detailed invoice and appended log sheet. E. Contractor is not responsible for snow removal on sidewalks or for providing salt. The contractor is responsible for plowing edge to edge. Program participants will sign a waiver holding contractor and Tribe harmless. F. Contractor shall invoice the Tribe monthly for the services performed up to the 15th and up to the last day of the month. An invoice with supporting documentation is required to be compensated. All invoices and supporting documentation must be emailed to shauneah.gordon@redcliff-nsn.gov or hand delivered to the Tribal Administration in care of Shauneah Gordon, Public Works Assistance Director. Proposal Format: Complete Appendix A and include the following information in this bid: A. Letter expressing interest in and demonstrating the contractor's understanding of the scope of services, summarize the key activities to be undertaken and explain how the Tribe's needs will be fulfilled. B. Related Experience of the Contractor's previous work on projects similar. References and a client list with a contact person and telephone number are recommended. C. Cost of Analysis: Description of the total cost associated with each address, edge to edge plow and the administration of appropriate documentation based on the aforementioned scope of service.
