Renovation of a water / sewer project in Seaford, New York. Completed plans call for the renovation of a water / sewer project.
The principal features of the work to be performed under this contract consists of the following: Cleaning and rehabilitation of three (3) primary digesters and associated digester piping; the installation of one (1) heat exchanger; and startup and testing of four (4) gas recirculation compressors. Tank cleaning shall include the removal of digester contents from the lower portion of the digesters or storage tanks, pumping of sludge and wash water into temporary dewatering system, conveying the dewatered digester contents offsite, and repairing all appurtenances associated with the tanks as descried in the contract documents. In addition, the Contractor will be responsible for operating portable odor control system during the digester cleaning work, and performing groundwater monitoring and dewatering. Your bid shall be based upon a Notice to Proceed to be issued in the fourth quarter of 2024. This Project shall be administered under a Project Labor Agreement (PLA). All questions regarding this contract shall be submitted via email prior to 4:00 PM on Thursday, November 30th , 2023. All questions should be directed to Francis Antetomaso at Fantetomaso@nassaucountyny.gov. No interpretation of the meaning of the Drawings, Specifications or other Contract Documents will be made to any Bidder orally. Prospective bidders must request in writing such interpretation from the Commissioner and such interpretation will be given in writing in the form of written addenda, to all prospective bidders, in accordance with the Instructions to Bidders, Item G. This Contract will be subject to Nassau County Local Laws No. 14-2002, "Participation by Minority Group Members and Women in Nassau County Contracts," which requires submission of a Utilization plan prior to the award of a County contract, No. 2-2016, "Participation of Service-Disabled Veterans in County Contracts," and No. 9-2002, as amended by No. 3-2015, which require that firms entering into contracts with Nassau County must participate in registered and approved apprenticeship training programs unless such requirement are supplanted by requirements specified in the bidding instructions. At the time of bid submission, the Contractor shall submit, as part of its bid, documents in compliance with Title 51 of the Nassau County Miscellaneous Laws demonstrating participation in approved apprenticeship training programs that are appropriate for the type and scope of work to be performed pursuant to the Contract. Such apprenticeship training programs appropriate for the scope of this Contract shall include, but are not limited to the following: Laborers, Electricians, Carpenter, Operating Engineer, Sheet Metal Worker, Plumber or any other trade appropriate for the type of work proposed. The apprenticeship training programs shall be registered with, and approved by, the New York State Commissioner of Labor in accordance with Article 23 of the New York State Labor Law. Note that if the Contractor does not comply with these requirements, the Commissioner may declare the Contractor's bid proposal non-responsive and award the Contract to the next lowest responsible Bidder. Only Bid Contract Documents Purchased From the Permit Office in This Manner Will Be Accepted/considered. Vendors doing business with Nassau County, including those responding to this solicitation, must register with the County. The Nassau County Bid Solicitation Boards are open to all registered vendors. Vendors that have not registered are able to view open solicitation opportunities, but they are not able to download solicitation documents or submit bids or proposals. Subcontractor Lists - in Accordance With Gml 101, for Projects (1) to Which a Project Labor Agreement Applies, (Labor Law Section 222) and, Additionally, (2) on a Public Work Contract for Which Separate Specifications Have Not Been Prepared, Each Bidder Shall Submit With Its Bid a Separate Sealed List on the Forms Provided With the Proposal Forms That Names Each Subcontractor (for the Enumerated Work, if Applicable) That the Bidder Intends to Use to Perform Work on the Contract. Notwithstanding the Forgoing, All Subcontractors Must Be Approved by the Commissioner in Writing Prior to Such Subcontractor's Performance of Any Work. Mwbe Utilization Plan - in Accordance With Title 53, Nassau County Local Law No.14-2002, All Bidders Shall Submit a Mwbe Utilization Plan With Their Bid. Security for Bid as Set Forth Herein Must Be Presented With the Bid. "failure to Provide the Required Security Will Render the Bidder Non- Responsive and the Bid Will Not Be Accepted, Opened or Read Aloud. In Addition, if the Bid Requires Submission of Subcontractor Information, Failure to Provide the Required Information at the Time of Bid Opening May Render the Bidder Non-responsive.
