No late bids will be accepted. It is the sole responsibility of the vendors to ensure that bids are delivered to the email listed above. Certification of Invitation for Bid: in compliance with this Invitation for Bid and to all the conditions imposed herein, the undersigned offers and agrees to furnish the services in accordance with the signed bid. SCOPE: The project is generally described as Building Automation System Replacement James Wood Middle School. Funding will utilize federal ARP Act ESSER III funds and will have special requirements outlined in the IFB including implementation of the Davis-Bacon Act prevailing wages requirements and will be subject to the Domestic Preference for Procurements requirement of the Code of Federal Regulations (Appendix B). Replace controller, sensors, actuator, wires (as needed) and valves. Existing cable tray and raceways can be utilized in the building. Existing wiring can be utilized provided there are no damage and have capacity for future expansion and modernization. If there is a potential of damage to the wires, controllers, and sensor protection will be provided. At any time, no wiring or equipment can be abandoned in place. Programing and graphic will be updated to support the new componence. All points will have trending ability. All systems will have ability to be scheduled for weekend, weekdays, holidays, and special events. Existing building HVAC and control plans will be provided (if available). At minimum, provide existing points, system operational graphics and logic. The HVAC system and light to and around the building will need to be functioning during the transition. Work can be done during school hours with potential for off hour work (nights and weekend) as needed during the project. Contractor is responsible for cleaning up after themselves and damages to site, finishes and furnishings. Contractor is responsible for updating the pneumatic actuators only at James Wood Middle School. 1.1. Allowances: There will be a $75,000 owners contingency build in the contract. 1.2. Equipment Specification: o Honeywell or Siemens. o Thermostats will have display of temperature and plus or minus 1 degree adjustable. o Submittals be provided for approval on all other componence. 1.3. Points: a.Boiler: o Supply water temperature. o Return water temperature. o Boiler status (True status). o Boiler lead/lag. o Alarm. o Staging. o Building demand enable set point. o Building demand enable differential. b.Chiller: o Flow in (GPM). o Flow out (GPM) o Status (true). o Plant enable set point. o Differential set point. o Supply set point. o Building demand enable set point. o Building demand enable differential. c. Pumps: o Status (True status). o On, Off and auto. o Lead/lag. o GPM flow in and out. o Temperature in and out. o Alarm (re-settable) d.Heat exchanger: o GPM flow in and out. o Temperature in and out. o Alarm. e.Mixing valve: o Position in percentage. o Alarm. f. Cooling tower o Fan on, off and auto. o Command. o Temperature in and out. g.Water source HP: o Status (true) o Air temperature supply and return. o Command. o Heating and cooling set points. o Fan command. On, off auto (if available). o Alarms (high or low temperature, fan failure and compressor failure). o Means to reset equipment. h.Fan Coil: o Return air temperature. o Supply air temperature. o Chill water valve status. o Hot water valve status. o Fan command (on, off, auto) o Fan status (true). o Alarms (high or low temperature, fan failure and valve failure). i.Exhaust fan: o Status. o Command. j.Lighting (building and site): o Status. o Command. k. Kitchen hood: o Status. o Command. l.RTU Package units: o Supply temperature. o Return temperature. o Return humidity reading. o Compressor status (true). o Fan status (true). o Command. m.Bus Heaters: o Status (true). o Command (on, off, time and or temperature). n.Generator: o Status (true). o Alarms. In lieu of a pre-bid conference, vendors may submit questions to the Purchasing Department. Deadline for questions is November 15, 2023 at 12:00 pm local time. All questions should be sent via email to purchasing@fcpsk12.net. PERIOD OF CONTRACT: 7.1. The contract period will be effective from Award through final completion and acceptance. It is the school division's intent for this IFB, any addenda, the firm's proposal, and any additional information requested, to be incorporated by reference into the contract. 7.2. The obligation of the School District to pay compensation due the Contractor under the contract or any other payment obligations under any contract awarded pursuant to this Invitation for Bid is subject to appropriations by the Frederick County School Board to satisfy payment of such obligations. It is understood and agreed between the parties herein that FCPS shall be bound hereunder only to the extent of the funds available and appropriated or which may hereafter become available and appropriated for the purpose of this contract.
