Fully completed RFQ 6973GH-24-Q-00007 document 2. SF24 Bid Bond Form The Federal Aviation Administration (FAA) has a requirement to renovation of the Air Traffic Control Tower (ATCT) at the Bangor International Airport (BGR) in Bangor, ME. The FAA intends to award one (1) Firm Fixed Price contract to the lowest price offeror otherwise eligible for award. The estimated performance time is 45 calendar days after receiving Notice to Proceed (NTP). NOTICE TO PROCEED WILL BE ISSUED ON OR AFTER APRIL 15, 2024.The estimated value of this construction project is $140,000.00 to $215,000.00. This competitive award process is a 100% Set-Aside to Small Disadvantaged Businesses. Offerors must be registered in System for Award Management (SAM) and represent as a Small Business in SAM representations and certifications to be eligible for award. Further award eligibility requirements are contained in the terms and conditions of the SIR. This project is funded by the Bilateral Infrastructure Law (BIL). See attached Uniform Bilateral Infrastructure Law Report located in the attachments and BIL 3.18-1 in the SIR document for instructions for the additional reporting requirements associated with BIL funded projects. All documents attached to this announcement are considered by the FAA to be in final format at this time. Any activities or costs associated with offerors proposal development and submission thereof is at the risk of the offeror and will not be reimbursed by the FAA. SUBMIT THE ENTIRE SOLICITATION DOCUMENT AND DO NOT EXCERPT PAGES. Make sure to complete the following: A) Fill out the following blocks on Page 2 *Block 14 *Block 15 *Block 16 *Block 17 *Block 20 - Insert Proposed Total Firm Fixed Price on Page 4 Fill in all cells highlighted in yellow, specifically all representations and certifications in Section K starting on Page 41. B) Offerors must submit SF24 Bid Bond Form as provided in attachment 5 in accordance with clause 3.4.1-1 PROPOSAL GUARANTEE (JAN 2017). EVALUATION FACTORS Evaluation factors and basis for award are found in Section M on page 55 of the solicitation document. The FAA intends to award a contract to the lowest price offeror determined to be eligible for award. The FAA reserves the right to cancel this solicitation at any time, for any reason, and without notice. Any costs incurred developing a proposal, attending a site visit, or otherwise responding to this announcement is at the risk of the interested offeror. Award Management System (AMS) is the governing acquisition regulation for the FAA over FAR. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. i) The Contractor must provide all material, equipment, supplies, transportation and labor to complete the specific scope of work. All work needs to be priced in accordance with Davis-Bacon Wage Rates. ii) The Air Traffic Control Tower is a critical, operational facility. All work must be coordinated with the FAA COR. All construction activities including, but not limited to, noise, dust, smell (chemical) must not impede or affect the operation of the facility and its personnel. iii) A detailed work schedule must be presented for approval to the COR at least 24 hours in advance of any work being performed. Any delays or rescheduling of work must be coordinated with the COR. iv) The contractor is required to meet OSHA's Fall Protection and Safety rules and regulations. v) The contractor must hire an independent asbestos testing firm to test samples for possible asbestos containing material at all areas of work. The contractor will submit on an asbestos abatement and disposal plan if asbestos is found. (1) Asbestos testing must take place at areas of floor demolition and sheetrock demolition. (2) All demolished doors and frames will be assumed ACM. When removed they must be wrapped in poly and transported to an asbestos disposal facility by an asbestos abatement licensed company. Provide FAA with manifest and disposal records. vi) Contractor will field verify dimensions affected by the project. Remedial actions will be based on the contract documents. vii) Progress/Review Meetings will occur on site in Bangor, Maine and on FAA provided telephone conferences.
