Site work for a civil project in West Springfield, Massachusetts. Completed plans call for site work for a water / sewer project.

Question Deadline 11/22/2023 All questions must be made in writing and received by the SWSC Chief Procurement Officer, Theo G. The Work includes the installation of approximately 350 LF of 36-inch ductile iron (DI) water transmission main piping along Birnie Avenue to replace aging infrastructure and provide improved system interconnectivity. The new water main will exist in a new alignment between an existing bend south of an existing Valve Chamber along Birnie Avenue and an existing bend at the Huntington Street intersection; The installation of the water main is expected to be completed through a phased construction sequencing approach to minimize disruption to the existing water transmission main system; The Work also includes the implementation of the phased water system shutdown requirements to complement the anticipated construction sequencing; Installation of a new 36-inch butterfly valve and associated piping just North of hydrant near intersection of Birnie Avenue and Arch Street; Temporary water system bypassing to provide temporary hydrants service; Connections to existing 48-inch by 36- inch reducer flange spool on end of existing 48-inch PCCP to remain in easement, to existing 42-inch cast iron line also to remain in easement, and to existing 36-inch ductile iron pipe on Birnie Avenue; Installation of mechanical restraints for the transmission main piping, fitting, valves, and other appurtenances; Demolition of existing 36-inch water main as needed; Removing, stacking, and returned fittings, valves, hydrants, and other appurtenances to the Owner as shown on the drawings and as requested by the Owner; Implementation of a phased demolition of the existing Valve Chamber, existing piping, and existing gate valves to install the new water transmission main piping, fittings, valves, and other appurtenances; Construction of pipe supports as needed; Construction of thrust restraint systems (collar, blocks, etc.) along the water transmission system; Inspection, testing, disinfection, air release, and initial pipe startup of the local water transmission main system; Site restoration. Estimated Construction Cost: $5,600,000.00 The estimated project value is: $5.6 Million. The time for Substantial completion of this project is 365 calendar days from the date of the written Notice to Proceed or contract execution, whichever earlier. The time for Final completion of this project is 486 calendar days from the date of the written Notice to Proceed, or contract execution, whichever earlier All bids shall be accompanied by a bid deposit in an amount no less than five percent (5%) of the value of the bid, in the form of a certified, cashier's or treasurer's check issued by a responsible bank or trust company made payable to the Springfield Water and Sewer Commission or a bid bond. A performance bond in an amount equal to 100 percent of the total amount of the bid will be required for faithful performance of the contract as well as Labor and Materials bond in an amount equal to 100 percent of the total bid amount. The surety company must be qualified to do business in the Commonwealth of Massachusetts, and the form of surety must be satisfactory to the Springfield Water and Sewer Commission. The Springfield Water and Sewer Commission reserves the right to reject any or all bids if it is in the public interest to do so. The Springfield Water and Sewer Commission reserves the right to waive any informality in if deemed it its best interest to do so as may be allowed by statute. Minimum Wage Rates as determined by the Executive Office of Labor and Workforce Development under the provision of the Massachusetts General Laws, Chapter 149, Sections 26 to 27D, as amended, apply to this project. It is the responsibility of the bidder, before bid opening, to request, if necessary, any additional information on Minimum Wage Rates for those trades people who may be employed for the proposed work under this contract. Federal Minimum Wage Rates as determined by the United States Department of Labor under the Davis-Bacon Act also apply to this project Disadvantaged Business Enterprise (DBE) goals are applicable to the total dollars paid to the construction contract. As this project is funded in part by WIFIA, The goals for this project are a minimum of 4.8 percent D/MBE participation and 6.9 percent D/WBE participation by certified DBEs. This project is funded by the US Environmental Protection Agency's (EPA) Water Infrastructure Finance and Innovation Act of 2014 (WIFIA) program. Bidder's attention should be directed to the 00800 Attachments to review the associated requirements (M/BWE participation goals, AIS requirements, Davis Bacon Wages, etc.).
