Canceled Solicitation Due to a change in program needs, this solicitation is being cancelled. The United States Department of Agriculture (USDA), Agricultural Research Service (ARS) issues this Request for Proposals (RFP) for a firm fixed-price construction contract for: PROJECT TITLE: Install Solid Chemical Feeding Equipment. PROJECT LOCATION: Beltsville Agricultural Research Center 10300 Baltimore Ave., Bldgs. 001, 004, 007, 010A, 010b, 306, 307, 307B and 307C, Beltsville, MD 20705 Attachments: SF 1442 12305B24Q0009 Solicitation UCF Statement of Work DIV 1 USDA Gen Requirements Wage Determination The solicitation document, with the incorporated clauses and provisions, is issued in accordance with the Federal Acquisition Regulation (FAR) Parts 13 and 36 and rated in the awarded firm-fixed price order. Interested vendors should reference the solicitation documents for all terms and conditions. No paper solicitation will be available. See solicitation for evaluation factors and submission requirements, sections L and M in the attached Solicitation UCF. Award will be Firm Fixed Price (FFP). Information concerning the REE policies and procedures regarding the definitization of equitable adjustments for change orders under construction contracts and the time required for definitization of those actions per 15 U.S.C. 644(w) is available at https://www.ars.usda.gov/afm/apd/acquisitions/ The associated NAICS Code is 238220, Plumbing, Heating, and Air-Conditioning Contractors. The small business size standard is $19 million. Notice of Set-Aside for Small Business Concerns: This requirement is a Total Small Business Set -Aside The Government intends to award one (1) firm fixed-price contract. SELECTION PROCESS: The Proposals will be evaluated using a Lowest Priced Technically Acceptable selection process. Potential offerors must submit all Submission Documents: Transmittal Summary Letter, Signed and completed SF 1442, and must complete the Total Cost on the Bid Schedule, B.2 Schedule of Items. Offerors are encouraged to also submit their technical capability and past performance for review and consideration by the Government. You must have an active SAM registration at the time of solicitation and award. Period of performance is 60 days after receipt of the Notice to Proceed. SITE VISIT: An organized site visit has been scheduled for- Wednesday, November 29, 2023, at 10:00 AM EST. See Instructions on how to register for the site visit are located on the SF 1442, under FAR 52.236-27 Site Visit (Construction). QUESTIONS: All questions regarding this announcement must be submitted in writing to the Contracting Officer, via email to Elizabeth.Wilson2@usda.gov by December16, 2023 at 1:00 PM EST. Telephone requests for information will not be accepted or returned. Responses to this Request for Proposal are due by email to Elizabeth.Wilson2@usda.gov by December 13, 2023 at 1:00 PM EST. DISCUSSIONS: The Government intends to award without discussions but reserves the right to conduct discussions should it be deemed in the Government's best interest. IMPORTANT NOTICE: All contractors submitting bids, proposals, or quotes on USDA solicitations must be registered in the System for Award Management (SAM) database. Failure to register in the SAM database will make an Offeror ineligible. The SAM website can be accessed at www.sam.gov. It is the responsibility of the Offeror to check the website daily for any updates/amendments. The magnitude of this project is estimated to be between $25,000 and $100,000. If over $35,000 alternate payment protections will be required and if over $150,000 then both payment and performance bonds are required. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
