Renovation of a water / sewer project in Plantation, Florida. Working plans call for the renovation of a water / sewer project.

Sheri Goodrich can be reached at 954-414-7841, Monday through Friday, 8AM to 4:30PM, Email: Sgoodrich@plantation.org The Work shall be staged in accordance with Section 01 14 00 - Coordination with OWNER's Operations and shall be performed at the following Sites: 1. East Water Treatment Plant (EWTP), located at 500 NW 65th Avenue, in Plantation, Florida, 33317. 2. Central Water Treatment Plant (CWTP), located at 750 NW 91st Avenue in Plantation, Florida, 33324. 3. Regional Wastewater Treatment Plant (RWWTP), located at 6500 NW 11th Place, in Plantation, Florida, 33313. This project includes the furnishing of all labor, materials, equipment, services, and incidentals for the removal of existing control panels, demolition of concrete equipment pads, modification of the concrete floor slab and trenches and relocation of instruments and communications/signal cabling, HVAC modifications, x-rays and penetrations in existing Membrane Building pre-cast concrete exterior wall, in and adjacent to the EWTP Membrane Building SCADA Control Room/Break Room site. This project includes the furnishing of all labor, materials, equipment, services, and incidentals for the construction of a complete SCADA Control Room/Break Room in the EWTP Membrane Building. This project includes the furnishing of all labor, materials, equipment, services, and incidentals for the installation of the electrical conduits, cable tray systems, panels, power wiring, control cables, instrumentation cables, CAT6 cables, permanent and temporary fiber-optic cables for the EWTP Membrane Building. This project includes the furnishing of all labor, materials, equipment, services, and incidentals for the installation of the electrical conduits, duct bank systems, underground conduits, panels, power wiring, control cables, instrumentation cables, x-rays and penetrations in existing Membrane Building pre-cast concrete exterior wall, for the migration of all monitoring and control signals for the existing EWTP on site (Well Nos. 1-4) and off-site raw water wells (Well Nos. 5-8) to the new EWTP-MCP-1A and EWTP- MCP-1B located in the EWTP Membrane Building Electrical Room. This project includes the furnishing of all labor, materials, equipment, services and incidentals for the architectural, electrical, instrumentation and other improvements shown on the Drawings and described in the specifications for the CWTP Membrane Building Control Room, Electrical Room and Lab. This project includes the furnishing of all labor, materials, equipment, services, and incidentals for the removal of existing well pump control panel in the CWTP Membrane Building SCADA Control Room. This project includes the furnishing of all labor, materials, equipment, services and incidentals for the replacement of the existing RWWTP, EWTP and CWTP Supervisory Control and Data Acquisition (SCADA) Systems, complete; including new fiber-optic and CAT6 cabling systems and networks, CAT6 and fiber terminations, network switches, patch panels, media converters, programmable logic controllers (PLC's), PLC programming, network/server cabinets, network racks, SCADA servers, workstations, thin clients, OITs, IDCs, SCADA system software, HMI graphic screen development, and ancillary software, control consoles, factory and on-site testing, training, startup, and ancillary services as specified. The work includes all associated electrical work, instrumentation and control systems work and all appurtenant work, complete, tested and ready for operation, all in conformance with the Contract Documents, while maintaining existing operations at all times. The existing RWWTP control system PLC hardware, installed in 2019, established the City's standard PLC platform and is based upon the Allen-Bradley ControlLogix and CompactLogix family of programmable logic controllers (PLC's) with PlantPAx(TM) distributed control system (DCS) software. Therefore, for sole-brand standardization, the required PLC programming software shall be Allen-Bradley/Rockwell RS Logix 5000 professional (a/k/a Rockwell Studio 5000 Logix Designer). The PLC logic for all existing PLCs at the EWTP, CWTP and RWWTP compatible with the version of PlantPAx 5.XX furnished under this Contract and not currently running a version of PlantPAx shall be completely reprogrammed to fully incorporate PlantPAx 5.XX. The PLC logic for all existing PLCs at the RWWTP currently running an older version of PlantPAx shall be upgraded to the version installed under this Contract. The PLC logic for process controller type Allen-Bradley PLC CPUs shall be modified or developed to utilize the PlantPAx instructions that are embedded in the PLC CPU. Refer to Division 40 for additional PLC hardware and software requirements. The existing RWWTP control system HMI graphics and historian software, installed in 2019, established the City's standard HMI graphics and historian software platform. The existing RWWTP software is FactoryTalk View by Rockwell Automation. Therefore, for sole-brand standardization, the required HMI and historian development and runtime software shall be the latest version of Rockwell Automation FactoryTalk View SE. Refer to Division 40 for additional SCADA HMI and historian software and hardware requirements. All work shall be in compliance with all applicable federal, state and local laws and regulations, including those for materials that contain lead. All work shall meet OSHA compliance. All work shall also be in compliance with all applicable AWWA Cyber Security Guidance Documents and related NIST, ISA and DHS controls as referenced by the AWWA Cyber Security Guidance Documents. Once the Solicitation has been issued, a Cone of Silence will be implemented. At that time communication with the CITY is limited to the Procurement Department. During the solicitation advertising, review and evaluation process no person shall make any private or separate delivery of marketing information concerning any Bidder/Proposer to any elected officers of the City, members of the City staff or members of the Evaluation Committee. Cone of Silence shall terminate at the time the City makes an award to a Bidder(s)/Proposer(s) that becomes final as a result of no procurement protest being filed or takes other action that ends this solicitation. Any action of a Bidder/Proposer in violation of this may be cause for disqualification of the Bidder/Proposer. Minority-Owned, Woman-Owned, and Small Business Enterprises are encouraged to respond to this solicitation.
