Renovation of a mixed-use development in Cantonment, Florida. Working plans call for the renovation of a conference / convention center; and playground / park / athletic field.
The Scope of Work for this project is to provide design services for the Cantonment Community Center at Carver Park in Cantonment, Florida. Citizens of First Harvesters Homes Subdivision, also known as Carver Park, have long expressed their need for a community center in the area. Escambia County Facilities Management has teamed up with other county departments including Natural Resources Management, Community Redevelopment Agency, and Parks and Recreation to see the project come to life. The proposed community center will be in the vicinity of the existing neighborhood park of Carver Park located on the south side of Washington Street, east of Webb Street. Question Submission Deadline:November 16, 2023, 2:00pm. The project's plan and design of a community center will revitalize the surrounding area to encourage private sector reinvestment, promote economic development, and provide public sector enhancements. The project will be developed in phases: Phase 1 consisting of hiring a planning and engineering firm to hold a series of public meetings, get public input to refine the concept to develop building plans, and Phase 2 will design and permit a community center using input from the public stakeholder meetings. Once completed, the center will be used to train residents in workforce development and adult education and community enhancement and co-locating essential social service providers in the Cantonment area. The County desires to hire an architectural firm for planning, designing, permitting, bidding, and construction administration of a pre-manufactured building approximately 3,200 SF. The building must be able to accommodate a medium to large size dividable meeting room, warming kitchen, office space, computer area and storage. The firm shall work with a pre-manufactured building company to aide in design of the building and provide design documentation that includes a wind load rating of not less than 170 MPH. The firm must employ at least one architect, registered with the Florida State Board of Architecture. Additionally, the firm must have knowledge of current rules and regulations of local, state, and federal agencies including, but not limited to, the Florida Building Code. Additionally, the firm must employ sufficient personnel to provide services normally associated with this type of project. Submittals will only be considered from firms who are regularly engaged in the business of providing services as described in this solicitation, and who can provide evidence they have established a satisfactory record of performance in meeting the minimum technical qualifications established herein. The County reserves the right to inspect the respondent's facilities, equipment, personnel, and organization to determine respondent's ability to perform requested services. The County reserves the right to determine if a responder can sufficiently and efficiently provide the requested services in a timely, satisfactory manner as required by the specifications herein. The responder should present their approach to accomplishing the strategies to be implemented in delivering the services outlined in the scope of work for the project. Knowledge of Escambia County and outline experience and/or working knowledge with the County. Define what option and the services your company is proposing to the County that will best meet the criteria specified in the Scope of Work. Provide your project management plan, interpretation of scope, and method of approach. Define personnel, consultants, and resources, available to meet the County's requirements. Provide information regarding any proposed innovative concepts that may enhance the value and quality of the project, any favorable cost containment approaches or additional or alternative ideas that may be successful if implemented by County.
