Demolition, site work and addition to a multi-residential development in Lawrence, Kansas. Completed plans call for the addition of a multi-residential development; for the demolition of a multi-residential development; and for site work for a multi-residential development.

The Lawrence-Douglas County Housing Authority (LDCHA) is seeking proposals for design build services of 32 units for the Clinton Place Expansion. LDCHA seeks qualified contractors to present design-build proposals for a 32 apartment three story apartment complex that will be designed, constructed and ready for occupancy on an excess land at 2125 Clinton Parkway, Lawerence, KS. Anticipated Approval by Board January 22, 2024 Anticipated Contract execution January 26, 2024 Project Cost: To maintain the long-term affordability of this complex, the total budget including site improvements, utilities, construction and other necessary costs is $4 million. Background: The parcel has been rezoned to accommodate this expansion. LDCHA owns the land and has a finding of No Significant Impact for its Environmental Assessment. Partial funding is being provided by Douglas County, Kansas, through a grant of American Rescue Plan Act (AAPA). LDCHA is seeking to enter into a collaborative process with the selected contractor where we can find the most efficient way of completing this apartment complex while meeting the set of requirements below. 2. Requirements: The new apartment complex will be for elderly and or near elderly disabled and consist of all one bedroom units. Design features should be incorporated that are advantageous to these populations. The project should be developed to a standard level of construction for a long term owner or that which is typical for LIHTC construction. The LDCHA has commissioned a Schematic Design set of drawings showing the concept what is desired to be built (See Appendix 1). The contractor will provide Plans and Specifications, including interior finish-out schedules. The contractor will provide a minimum of three different color schemes for the exterior from which LDCHA can choose. The selected contractor will take this project from where it is today through the rest of the design process, permitting, city review, construction and completion. This will require going through the appropriate development review process with the City of Lawrence, including site plan approval. The appropriate building permits must be obtained before construction can begin. During the design, plan review and permitting process, the selected contractor will be required to use HUD's online Sound Transmission Classification Assessment Tool (STraCAT) to enter material specifications and demonstrate the required attenuation is achieved. After construction, the selected contractor will be required to certify that the building was constructed using the materials specified in the STraCT to achieve a minimum 31STC rating. The design-build contractor will be required to submit to the City of Lawrence Housing Initiatives Division a STraCAT report demonstrating that a minimum 31 STC rating has been achieved. After completion a radon test must be conducted and any units that reach indoor air radon levels at or above 4piC/L must have a radon reduction system installed. A copy of the Environmental Assessment by HUD is included in Appendix 2. There are currently utilities on site. The LDCHA wants a separate meter for the expansion as well as individual submeters for each apartment. Insure that an appropriate number of units are fully ADA compliant and that the other units are built with Seniors and disabled in mind (i.e. grab bars, height of cabinets, door frame width, roll in showers, etc) that can allow for the easy conversion to full ADA if needed. The selected vendor must comply with the requirement of the ARPA funding (Appendix 3) Meet insurance requirements as outlined in the HUD 5370 form (Appendix 4) The selected contractor must provide LDCHA with a performance and payment bond equal to 100% of the cost of the work. All surety Bonds shall be issued by companies licensed to do business in the State of Kansas and rated "A" or better by A.M. Best. The bond shall be provided prior to construction activities. LDCHA will hold 10% retainage during construction until the project is complete. LDCHA encourages the participation of Section 3 employees and businesses. LDCHA would like to be as innovative, energy efficient, and sustainable as possible within the constraints of our budget. 3. Warranties: The Contractor must provide the following warranties at a minimum: 2 years on workmanship and materials including labor and installation 2 years for mechanical delivery systems, including HVAC, plumbing, and electrical systems 10 years for major structural components including foundation All manufacturers' warranties on components of the construction, including materials, appliances and fixtures.
