The City of Newark, Department of Water and Sewer Utilities, is soliciting through the Fair and Open Process in accordance with The New Jersey "Local Unit Pay to Play" Law N.J.S.A. 19:44A20.4 et seq., "Request for Qualifications" (RFQ) for "Professional Engineering Services on an As-Needed Basis". The City of Newark reserves the right to waive any and all formalities or altogether reject any RFQ Respondent as is in the best interest of the City. Awards made under the Fair and Open Process shall be made to those respondents whose qualifications are most advantageous to the City of Newark. Factors include but are not limited to experience and/or reputation in field, knowledge of the agency and the subject matter to be addressed under the RFQ and contract, hourly rates and other factors if determined to be in the best interest of the City of Newark. The City of Newark will conduct and broadcast of the bid opening in real time at the Water and Sewer Utilities Director's office. All awards are subject to Municipal Council Approval. Submission and bid opening info : The RFQ should be returned in a sealed envelope which bears the name of the proposer of the RFQ clearly marked "RFQ" for "Professional Engineering Services on an As-Needed Basis,"/Attention Mr. Kareem Adeem, Director. The City of Newark will conduct and broadcast of the bid opening in real time at the Water and Sewer Utilities Director's office. Bidders and the public have the option of remotely accessing and viewing the bid opening in real time through Zoom conference call with visual and audio capability
