The District is requesting proposals for development of an effective flood safety plan and phased consttuction program to improve the Tubbs Island levee system in an effective manner within provided funding constraints. The scope of work includes the following: - Development of a flood safety plan: Plan shall identify key stakeholders and sources for acquisition of resources or equipment during a flood event; develop a flood contingency map identifying known problem areas and methodology for addressing known challenges. Prepare/execute a training exercise to familiarize District staff with the flood fighting process. - Geotechnical investigation: Conduct a geotechnical investigation to understand existing subsurface conditions; perform slope stability analysis to evaluate the proposed levee design; and provide recommendations for levee fill. Investigate suitability of Tubbs Island as a borrow site for levee improvement fill. Assume that District staff will provide the backhoe and operator to excavate test pits which can be used by the geotechnical engineer to log the pits and obtain soil samples for further visual classification and laboratory testing. Submit investigation and recommendations in a report. Design Levee Survey: Verify and supplement existing ground survey and survey control as needed for the design. The original survey was conducted by Cinquini & Passarino, Inc. in April 2020. Provide topographic ground survey of potential project borrow site. - Prepare Basis of Design Report and Plans, Specs, and Estimates: Provide Basis of Design (BOD) report outlining the approach to be used in designing and implementing the levee improvements, geotechnical investigations and survey needs. Develop construction plans and specifications for the levee improvements, with an engineer's opinion of probable construction costs. The design documents should allow for phased bidding and construction based on the CIP budget and the most cost-effective way to perform construction. Deliverables should include the BOD report, a 60% submittal, a 100% submittal, and response to comments at each submittal. Assume the District will provide front-end specifications. Environmental and Permitting Support: o Provide coordination, environmental surveys, permit preparation and acquisition, and report preparation for the proposed project. o Prepare CEQA Initial Study and resulting Notice of Exemption, Mitigated Negative Declaration, or Environmental Impact Report, as needed. Environmental work shall include making recommendations for environmental best management practices, biological monitoring and surveying during construction. - Bidding Support: Support the District during bidding and construction phases by providing letters of clarification during bidding, reviewing submittals for conformance with contract documents, and responding to RFIs. o Provide assumptions on number of submittals and RFIs to be reviewed. [OPTIONAL TASK] Levee Inspection Program: Develop and implement a levee inspection program. The levee inspection program should include a standard operating procedure (SOP) that details the frequency of inspections, inspection standards to be used, any required levee access preparation, etc. The inspections will be performed by the Consultant at the frequency recommended in the SOP. Technical and procedural inquiries shall be directed to the Vallejo Flood and Wastewater District's Engineering Department at the following email: ENGAdmin@vallejowastewater.org. All inquiries will be reviewed, additional information requests beneficial to all proposers will be answered via addendum to the RFP. Addenda shall be posted on the District's website and noticed via automated email notification.
