The Virginia Department of Transportation (herein referred to as VDOT is soliciting bids from qualified firms to provide and apply structural spray-on pipe linings for three (3) specific sites in within the Salem District, in Montgomery, Floyd and Roanoke counties, per the specifications, terms and conditions contained within this solicitation. Contract will be awarded by LOT. Bidders may bid on any or all LOTs, but must have the resources to complete all work within the given time frames. The Contractor shall provide and apply structural spray-on pipe linings for three (3) specific sites in the VDOT Salem District. LOT 1: Structure 0622-080-6036 on Route 622 (Bradshaw Road) in Roanoke County, Double line of 12Feet - 10 inches wide by 8 Feet 4inches high CM Pipe Arch, 83 Feet long. Located 0.20 miles to Route 727 and 1.0 miles from Montgomery County line. GPS Coordinates: 37.295558, -80.228289 LOT 2: Structure 0609-080-6103 on Route 609 (East Ruritan Road) in Roanoke County, Double line of 8 Feet 3 inches wide by 5 Feet 9 inches high CM Pipe Arch, 108 Feet long. Located 0.30 miles to Route 460 and 0.90 miles to Route 1049, GPS Coordinates: 37 19Feet 8.19inches, 79 53Feet 7.08inches LOT 3: Structure 0690-031-6284 on Route 690 (Sandy Flats Road) in Floyd County, Single line of 15 Feet 8inches wide by 9 Feet 7inches high CM Pipe Arch, 30 Feet long. Located 0.02 miles to Route 860 and 1.98 miles to Route 682, GPS Coordinates: 36 55Feet 19.63 inches, 80 16Feet 25.40 inches The Contractor shall prepare and coat the pipe with structural SIPP (Sprayed in Place Pipe) to the inside of the existing structures. The scope of work shall include cleaning and preparing the existing pipe, installing, and removing cofferdams and pump operations for handling water, application of the liner, inspection and testing of liner and water quality testing. The contractor shall provide all transportation, equipment, labor, supervision, traffic control, materials and incidentals as required to perform the rehabilitation services. All work, equipment, and installation/construction practices shall comply with Occupational Safety and Health Administration (OSHA), Virginia Occupational Safety and Health Administration (VOSH), Environmental Protection Agency (EPA), and Virginia Work Area Protection Manual (VWAPM) latest addition. From date of award through twelve (12) calendar months. (nonrenewable). Question Deadline 12/08/2023 at 4:00 PM ET. Any questions regarding this invitation for bid shall be addressed to Patty Harvey at Patty.Harvey@VDOT.virginia.gov. The issuing office shall determine whether any addendum should be issued as a result of any questions or other matters raised. Pre-Bid meeting: The purpose of this conference is to allow potential bidders an opportunity to present questions and obtain clarification relative to any facet of this solicitation. Due to the importance of all bidders having a clear understanding of the specifications/scope of work and requirements of this solicitation, participation at this pre-bid conference will be a prerequisite for submitting a bid. Bids will only be accepted from those bidders who are represented at this pre-bid conference. No one will be admitted to join the conference after 10:05 AM EST. If you plan to participate in the mandatory pre-bid conference you must provide the following information via email to Patty.Harvey@vdot.virginia.gov no later than 4:00 PM EST on the business day prior to the scheduled conference. o Solicitation Number and Title o Company Name and Address o Representative Name, Phone Number, Email Address. At the start of the conference the Contract Officer will conduct an attendance roll call to identify the individuals participating. Participants will be requested to provide their individual name, company name and contact information during the roll call. Participants who did not provide their information in advance will be requested to provide their name, company and contact information during the roll call. Bids will only be accepted from those Bidders who are represented and make their participation known to the Contract Officer during the conference roll call and who requested admittance no later than 10:05 AM EST. The bid opening will begin promptly at the time indicated. At the start of the conference the VDOT Representative will conduct a roll call to identify the individuals participating on the call. Participants will be requested to provide their individual name, company name and contact information during the roll call. If you are unable to access the teleconference at the scheduled time, please contact the Contract Officer via email and a bid reading will be provided. The Commonwealth will make the award on a LOT basis to the lowest responsive and responsible bidder. The purchasing office reserves the right to conduct any test it may deem advisable and to make all evaluations. The Commonwealth also reserves the right to reject any or all bids, in whole or in part, to waive informalities and to delete items prior to making the award, whenever it is deemed in the sole opinion of the procuring public body to be in its best interest. Any bidder who enters $0, "No Bid", "N/A" on a pricing blank or leaves it blank shall be considered nonresponsive The purchasing agency reserves the right to cancel and terminate any resulting contract, in part or in whole, without penalty, upon 60 days written notice to the contractor. In the event the initial contract period is for more than 12 months, the resulting contract may also be terminated by the contractor, without penalty, after the initial 12 months of the contract period upon 60 days written notice to the other party. Any contract cancellation notice shall not relieve the contractor of the obligation to deliver and/or perform on all outstanding orders issued prior to the effective date of cancellation.
