Site work and new construction of an elderly care / assisted living facility in Trochu, Alberta. Completed plans call for the construction of a 119,000-square-foot, three-story above grade, 80-unit elderly care / assisted living facility; and for site work for a elderly care / assisted living facility.
The proposed facility will be located on 12-acre site within a new residential district in Trochu along the north side of North Road and east of Highway 21 in the NW Area Structure Plan. Refer to Diagram on page A1 of document in Appendix 1 - Site Plan & Conceptual Design. The new complex offers various living options including Supportive Living levels SL4 / SL4D (40 units), Supportive Living levels 1 and 2 (16 units), Day Use area and Independent Living Seniors Residence (24 units). In our conceptual design the Supportive Living SL4 and SL4D facility is contained within one area of the proposed campus. The conceptual site design incorporates the required number of surface parking spaces and an underground parking for the independent living residents. There is a centrally located park as a community green amenity space, an internal street with covered drop-off/pick-up area in front of the main entrance, loading dock and service/emergency access and a future expansion area. The seniors' complex is to be an integrated facility designed to allow for maximum service efficiency and for flexibility to accommodate future expansion. The complex is to be divided into six main components: 1. Main floor amenity space with facility administration area. 2. Day Use area at the back accessible to the green space, courtyard and from the outside. 3. Independent Living seniors' apartments at the north portion of the complex. 4. Building services with loading dock south from amenity space. 5. Supportive Living SL1 and SL2 centrally located on second and third floor. 6. Supportive Living SL4 and SL4D at the south-east end of the complex adjacent to building services and connected with the main amenity area. The proposed parking must meet the Town of Trochu bylaw requirements. The site in the conceptual design is furnished with two access points providing access to parking lots and to service area including loading dock and emergency access. This approach allows for smooth traffic flow through the entire site. The site is to be landscaped to maximize green spaces as much as possible and to provide proper security and safety of residents. The proposed landscaping in the conceptual design consists of: 1. Pedestrian friendly green boulevard along the access street from North Road. 2. Internal park with wheelchair and walker friendly pathways. 3. Green backyard with fully accessible internal gardens providing outdoor amenity space for SL1, SL2 and Independent Living components of the complex. The proposed landscaping is to include a vegetable garden, a flower garden and a healing garden. The conceptual design incorporates a variety of raised garden boxes for residents in wheelchairs and those who cannot bend down. The walkway system in the conceptual design is integrated with the existing and proposed pedestrian pathway network in the area allowing further access to town's green spaces and amenities. 4. Secured courtyards for SL 4D and SL 4 households. Generous pathways to create several connected loops without dead ends allowing residents to wander and explore with walkers or by wheelchair. Pathways will be illuminated for evening walks and will be designed to provide physical safety and psychological security. There are many benches, some tables and a small 'gazebo' type structures to allow for outdoor resting and enjoyment. In the conceptual design the proposed common patio adjacent to dining rooms will provide residents with the option to dine outside during the warm summer days. The conceptual design of the Trochu Seniors Supportive Living Facility is a one - three storey structure designed in accordance with the current Design Guidelines for Continuing Care Facilities in Alberta. The proposed design must comply with local bylaw regulations, current Alberta Building Code and other applicable standards and regulations including barrier free standards and requirements. The two storey Supportive Living SL4 and SL4D component must complies with B2 occupancy requirements. The remaining SL1/SL2 and Independent Living components enclosed in a three-storey structure are classified as a group C residential occupancy with A2 assembly occupancy components for the main floor amenity space.
