Site work for a water / sewer project in Fort Pierce, Florida. Completed plans call for site work for a water / sewer project.
**As of January 31, 2024, this project has not yet been awarded. A timeline for award has not yet been established.** Construct one Class I industrial deep injection well, two Floridan aquifer single zone monitor wells, temporary wellhead and other Work indicated in the Contract Documents. The injection well will have a 24-inch diameter final steel casing extending from land surface to 2,700 feet below land surface (bls) and a nominal 24-inch open hole to 3,100 bls extending from the base of the injection casing at 2,700 feet bls. A 16-inch diameter fiberglass reinforced pipe (FRP) injection tubing will be installed inside the 24-inch final casing extending from land surface to 2,690 feet bls and the annulus between the casing and the tubing will be grouted with neat cement. The injection well will have the following casing program: 54-inch steel casing to 180 feet bls 44-inch diameter steel casing to 430 feet bls 34-inch diameter steel casing to 1,850 feet bls 24-inch diameter steel casing to 2,700 feet bls 16-inch diameter FRP tubing to 2,690 feet bls The injection well system will also include one shallow and one deep zone monitor well (SMW and DMW). Both of the monitor wells will be constructed within 150 feet of the injection well. The shallow and deep zone monitor well casings will be FRP (Redbox 1250) nominal 6-inch diameter and the monitoring wells will have total depths of approximately 1,550 feet and 1,900 feet with cased depths of 1,500 and 1,850 feet respectively. The opening of bids does not obligate the County to award a contract pursuant to this solicitation. The award of the Contract, if it is awarded, shall be to the lowest responsive and responsible bidder whose qualifications indicate the award will be in the best interest of the County and whose bid complies with all prescribed requirements. Bids may be mailed, or hand delivered to the St. Lucie County Purchasing Department, 2300 Virginia Avenue, 2nd Floor Rm. 228, Fort Pierce, FL 34982. Any bids received after the above stated time shall be returned to the bidder unopened. CAUTION: It is the bidders/proposers responsibility to ensure that bids/proposals are received in the Purchasing Department prior to the date and time specified above. Receipt of a bid/proposal in any other County office does not satisfy this requirement. Bidders shall submit ONE (1) MARKED ORIGINAL AND TWO (2) PHOTOCOPIES OF THE COMPLETED BID PACKAGE in a sealed envelope. The Project Name, Bid Number, and time and date of the Bid opening shall be clearly marked on the outside of the sealed envelope. Facsimile responses shall not be accepted. All Bidders shall provide proof that they are State Certified or State Registered, and a State Registered License shall be based on the possession of a St. Lucie County Certificate of Competency. Specialty contractors shall be required to provide proof of having obtained a St. Lucie County Certificate of Competency. Possession of either a State Certification or County Competency card must accompany the bid. It is the responsibility of the bidder to confirm that they have all the proper licenses to perform the work. The Board of County Commissioners reserves the right to waive any informalities or minor irregularities; reject any and all bids/proposals which are incomplete, conditional, obscure, or which contain additions not allowed for; accept or reject any proposal in whole or in part with or without cause; and accept the proposal which best serves the County. Additional information regarding the scope of work and Bidder requirements is provided below. Bidder Affirmations Bidder understands and agrees that submission of a proposal constitutes an irrevocable offer to perform the scope of work discussed in this ITB for the proposed prices for a period of ninety (90) days or until a contract is awarded, whichever comes first. Bidder further understands that St. Lucie County is not obligated to award a contract pursuant to this ITB, and St. Lucie County will not be responsible for any costs incurred in preparing bid documentation. St. Lucie County reserves the right to cancel this ITB, accept or reject, in whole or in part, any or all bids received, and to make award on the basis of individual items or combination of items, as it is deemed in the best interest of the County. If St. Lucie County accepts an offer, the Bidder promises to deliver all required documentation, including applicable licenses, insurance documents, and documentation satisfying applicable bonding requirements. Project Questions In addition to the non-mandatory pre-bid conference referenced above where Bidders will have an opportunity to pose questions, Bidders may submit questions via email to Desiree Cimino at ciminod@stlucieco.org no later than 5:00 p.m. on December 13, 2023. St. Lucie County will endeavor to respond to all questions received before the aforementioned deadline to submit questions, but the County is not obligated to respond to every question received. All responses, if any, will be conveyed via addendum to this ITB and posted online. Oral responses will not be binding on the parties. Bonding Requirements All Bidders are required to submit a five percent (5%) Bid Bond with the Bid Form, or their bid shall be rejected as non-responsive. A one hundred percent (100%) Public Construction Bond for both payment and performance is required upon notification of St. Lucie Countys intention to award the contract to the apparent successful bidder. County should incur extra costs from this firm due to having to extend the contract time, the County will invoke liquidated damages in the amount of $2,440.00 per calendar day. 6277-251928
