On-Call Tank Diving Inspection, cleaning, and repair services Allow Electronic Quote: Yes Informal Bid Flag: No The San Bernardino County, Department of Public Works - Special Districts (Department), is seeking Proposals, on behalf of San Bernardino County (County) and all Board governed special districts, including all County Service Areas and Their Zones, Big Bear Valley Recreation and Parks District, and Bloomington Recreation and Parks District (collectively, Districts), from interested and qualified Proposers to provide routine and emergency on-call tank diving, inspection and repair services for the Districts as managed and administered by the Department. Services typically include but are not limited to: (1) potable and non-potable water diving, (2) video photography, (3) coating inspection and repairs, (4) debris and sediment removal, (5) minor underwater leak repairs, (6) dive reports with recommendations, and (7) other related miscellaneous services. Equipment used must be exclusively used for each type of application to prevent potable water contamination and cannot be commingled. It is the intent that the County and Districts will enter into on-call contracts. The number of awards will be determined by the quality of the proposals received. It is important to emphasize that because the resulting contracts are for on-call services, the resulting contracts will not guarantee a minimum amount of work, or any work at all. The County and Districts plan to utilize Contractor(s) or Vendor(s) to provide tank diving, inspection and repair services for routine maintenance, public projects not exceeding $60,000, and emergency projects. Please note, however, as provided herein, that these are contracts for on-call services and an award of a contract does not guarantee any work or compensation under such contract. The Department administers and oversees more than 100 special districts that frequently require tank diving, inspection and repair services. The County estimates a budget of $500,000 per contract term for each Contract awarded under this RFP. Services to be provided under this Request for Proposals (RFP) are outlined under Section V, Scope of Work. The Contract period will be for a maximum of five (5) years from the effective date of the agreement. Offers must comply with all of the terms of the RFP, and all applicable local, state, and federal laws, codes, and regulations. The County may reject as non-responsive any Proposal that does not comply with all of the material and substantial terms, conditions, and performance requirements of the RFP. Further, the County may reject a proposal from any entity that is a parent, affiliate, or subsidiary, or that is under common ownership, control, or management with any other entity submitting a Proposal in response to this RFP.
