The City of Downey's existing traffic signal system consists of the City's traffic signals and their local controllers (Type 170 and 2070) and communication network auxiliary traffic control equipment. The following section will describe the City of Downey's existing traffic signal system. With regard to any proposal sent by mail to the City, the proposer shall be solely responsible for its delivery to the City prior to the date and hour set forth herein. Any proposals received subsequent to the date and hour set forth herein, because of delayed mail delivery or any other reason, will not be considered by the City. The City reserves the right to reject any or all of the proposals received, to negotiate with qualified proposers, or to cancel the request for proposals in part or in its entirety without explanation to the proposers. The cost of preparing proposals shall be the sole responsibility of the proposer and the city assumes no responsibility for said incurred costs of proposal preparation. The City reserves the right to revise or amend the request for proposal up to the time set for opening of proposals. Such revisions and amendments, if any, shall be announced by addendum(s) to this solicitation. Copies of such addendum(s) shall be furnished to all prospective proposers. If the changes are material, the date set for opening of proposals may be postponed. Submitted proposals shall become the property of the city. Response to Questions will be emailed.... December 4, 2023 Award January 9, 2024 Term. The term of this Agreement shall be from January 15, 2024 to December 31, 2026, unless earlier terminated as provided herein. Contractor shall complete the Services within the term of this Agreement, and shall meet any other established schedules and deadlines. The term of this Agreement may be extended by the City Manager for up to three (3) consecutive years after the initial contract period in one (1) year increments at the discretion and approval of the City. The City shall notify Contractor in writing of the intent to extend this agreement by October 1st of the current contract year. The proposed three (3) one-year contract renewal periods are: January 1, 2027 - December 31, 2027, January 1, 2028 - December 31, 2028 and January 1, 2029 - December 31, 2029. On October 1, 2026, the City may repeat the Request for Proposals (RFP) process. Contractor shall complete the Services within the term of this Agreement, and shall meet any other established schedules and deadlines. The term of this Agreement may be extended by written amendment to this Agreement signed by the City Manager and the Contractor.
