The City of Pittsburgh, on behalf of the Department of City Planning, is soliciting proposals from qualified consultants for Guidelines for three Historic Districts. Background The Mexican War Streets expansion area contains some 450 structures that date mostly to the later Victorian period. Unlike the "original" Mexican War Streets, this district was only listed in 2020 and experienced a long period of unregulated development. Most notable are areas of artist residences and studios including The Mattress Factory, Randyland, and the City of Asylum. During the public process of listing the Mexican War Streets Expansion, residents made it clear that they did not consider themselves part of the original Mexican War Streets Historic District and that they wanted to maintain the "bohemian" feel of their part of the neighborhood. Creating new guidelines will allow for different standards to be applied to each area, thereby meeting the needs of the district. We anticipate this portion of the project will cost $35,000. Schenley Farms Historic District contains 195 resources. The early twentieth-century architecture boasts large craftsman and eclectic style bungalows facing onto wide tree-lined streets. Schenley Farms is a residential district located adjacent to the University of Pittsburgh campus and is home to many university faculty and physicians. This district was listed in the 1990s and has recently been subject to pressure from development at the University. No historic guidelines were developed when the district was listed, therefore, residents have had to use the Secretary of the Interior's standards for rehabilitation to develop their projects. While they do get assistance from City staff, specifically tailored design guidelines would allow residents to scope projects more quickly. We anticipate this portion of the project will cost $25,000. Roslyn Place Historic District contains 10 resources and was listed in 2018. Roslyn Place is a designed community of early twentieth-century homes on a cul-de-sac that is the only remaining wooden street in the city. No historic guidelines were developed when the district was listed, therefore residents have had to use the Secretary of the Interior's standards for rehabilitation to develop their projects. Guidelines for maintaining and repairing the wooden street will be included in the project. We anticipate this portion of the project will cost $10,000. Scope of Services Administrative Consultant will attend a kickoff meeting with the City and PHMC. Completion of invoices and progress reports on a monthly basis for submittal to the City for payment. Technical Project lead must meet the Secretary of Interior's standards for professionals in the field of architectural history. In conjunction with the City and the community, the selected Consultant shall develop historic district guidelines for three separate historic districts in the city. These guidelines shall be based on the "historic district guideline template" the City funded in 2018. Using this template, guidelines should be developed for three locally-designated historic districts. The historic districts are the Mexican War Streets Expansion, Schenley Farms, and Roslyn Place. Participation in 2-3 meetings with the community will be required per district to maximize neighborhood input in the guideline development process. These guidelines should be easily understandable for non-professionals and must eventually be adopted by the Historic Review Commission. The final product will be written guidelines suitable for dissemination via hard-copy and on the Historic Review Commission website. The City requires that all respondents demonstrate good faith efforts to obtain the participation of Minority-Owned Business Enterprises (MBE's) and Women-Owned Business Enterprises (WBE's) in work to be performed under City contracts. The levels of MBE and WBE participation will be monitored by the City of Pittsburghs Equal Opportunity Review Commission (EORC). In order to ensure that there are opportunities for historically disadvantaged minority groups and women to participate on Covered Contracts, and consistent with the City's current equal employment opportunity practice and goals, the EORC will review contracts to include an evaluation of a developer/contractors employment of minority groups and women, encourage goals of eighteen (18) percent and seven (7) percent respectively.
