Description: The City of Sequim, Water utility is seeking a proposal for the services of a consulting firm to help scope and complete elements of a lead service line inventory (LSLI) required by Environmental Protection Agency's (EPA) new Lead and Copper Rule Revisions. The City of Sequim in its sole discretion reserves the right to terminate this RFP process, elect not to award a contract, enter into an agreement with a firm that did not respond to the RFP, or modify the terms of this RFP at any time. The City reserves the right to ask for clarification of a proposal. The also City reserves the right to accept or reject any or all proposals, waive all minor technicalities and informalities, and accept the proposal or proposals determined to be most advantageous to the City. ln no event will the City or any of its officers, officials, or employees be liable for or otherwise obligated to reimburse Proposer for any costs incurred in preparation of a submittal. By responding to this RFP, Proposer is certifying that they have read, understand, and agree that Proposer is able to competently perform work in accordance with the scope. All submittals received become the property of the City of Sequim. All City records may be subject to public disclosure unless they fall under a recognized exemption. Project Background The new Lead and Copper Rule Revisions (LCRR) under the Environmental Protection Agency (EPA) requires community, non-transient, and non-community water systems to develop and submit, to the Washington Department of Health (DOH), an inventory of the City's drinking water distribution system service line material by October 16, 2024. The purpose of the inventory is identifying the location, material, and other pertinent information of the service lines. This will ultimately help the City create a replacement program, if necessary, for lead service lines and galvanized service lines downstream from a lead pipe (galvanized requiring replacement). This inventory must include information on the water system side of the meter and the customers side of the meter. lf replacement !s required, both the water system and the customers side of the service line must be replaced. The intent of this project is to develop a scope of work including service line information for the water system and customer service lines in the distribution system, update City of Sequim's sampling plan, prepare a replacement plan if necessary, and prepare a plan on how the City will continue to identify the "unknown" service line material. Scope of Services The City of Sequim is looking for a consultant or consultant team with experience in developing lead service line inventories. The information below reflects the current assessment of work required. However, the scope is a guideline that is open to modification and expansion as additional information is provided during the contract negotiation process.
