Renovation of a municipal facility in West Sacramento, California. Completed plans call for the renovation of a municipal facility.

This Invitation to Bid (ITB) is for the construction phase of the City Hall HVAC Replacement Project. The City is seeking a qualified contractor to provide all labor, material, equipment, and services necessary. Question Deadline 02/02/2024 at 3:00 PM PT Project-specific questions must be submitted through the City's Bidding System Bidder must possess a current C-20 - Warm-Air Heating, Ventilation, and Air-Conditioning Contractor issued by the State of California at the time the bid is submitted. All work shall be completed within Three Hundred (300) working days from the date designated on the Notice to Proceed. The City reserves the right to reject any and all bids, or to waive immaterial irregularities in any bid. Any Bid not conforming to the intent and purpose of the Contract Documents may be rejected. The City reserves the right to make all awards in the best interest of the City. The facility will remain operational and occupied during the construction phase. Work shall be performed to minimize impact to facility operations to the greatest extent possible. All system shutdowns shall be performed afterhours and coordinated with the Owner two weeks prior to initiating work. The facility shall return to normal operation on a daily basis. Contractor shall provide all necessary temporary power, cooling, heating, and domestic/sewer water to the site to perform the work. Contractor shall be responsible for providing their own structural engineer and structural engineering review of temporary equipment located on site and shall notify owner of any related required modification to the site. Work is assumed to occur over a six month continuous period from notice to proceed B. Construction work shall be performed in stages during the construction period to minimize operational impact to the occupants. The contractor shall develop and submit a detailed phasing plan for City review and approval prior to procurement and construction. Phasing plan shall detail (at a minimum) means & methods for installation, pre-installation of manufactured equipment and support systems, equipment procurement lead times, temporary equipment, measures to maintain operation of the facility, and schedule of duration. Construction work shall be performed in sequential order as indicated in the stages below. Construction activities shall be performed to the greatest extent possible to limit duration of building portions without HVAC service during the replacement stage. This includes structural modifications of the existing roof structure, removal of portions of the roofing and curb framing, and installation of structural equipment supports, heat pump condensing units, electrical service panels, mechanical units, and new BMS system controllers. Contractor shall refer to construction documents for full scope of work and coordinate the construction schedule and operations with the City. C. Construct Work in stages during the construction period: 1. Stage 1: Mobilization and preparatory Work prior to HVAC unit replacement. a. Secure and deliver long lead items and systems to the site an prefabricate support systems to the greatest extent possible. 2. Stage 2: Replacement of BMS. a. Secure work area and provide necessary rough-ins and accessories to accept BMS low voltage & electrical wiring and conduit, panels, etc.. b. Install BMS system in parallel with the existing BMS to ensure full control of the facility. c. Demolish existing BMS system once new BMS system has been connected and proven operational. 3. Stage 3: Replacement of VAV controllers. a. Secure work area and provide necessary rough-ins and accessories to accept VAV controller low voltage & electrical wiring and conduit, etc. b. Demolition of existing VAV controller and connection of new VAV controllers to new BMS and prove operational. c. VAV controller replacement shall be phased and grouped by systems to reduce operational impact to the facility. 4. Stage 3A: Optional Phase a. Contractor may elect to set new heat pumps and refrigerant piping system during Stage 3 to reduce schedule and connect to AHU units at later stages. 5. Stage 4: Replacement of AHU-1. a. Secure work area and provide temporary fencing. b. Set cranes on site as needed for the demolition and installation of mechanical systems. c. Demolition and installation of AHU-1 unit with all ancillary systems as indicated in scope of work. d. AHU unit replacement shall be performed within a one-week period (Saturdayfollowing Sunday) to minimize operational impact to the facility. Owner may elect to move facility operations off-site during this effort. 6. Stage 5: Replacement of AHU-2. a. Secure work area and provide temporary fencing. b. Set cranes on site as needed for the demolition and installation of mechanical systems. c. Demolition and installation of AHU-2 unit with all ancillary systems as indicated in scope of work. d. AHU unit replacement shall be performed within a one-week period (Saturdayfollowing Sunday) to minimize operational impact to the facility. Owner may elect to move facility operations off-site during this effort. 7. Stage 6: Replacement of AHU-3. a. Secure work area and provide temporary fencing. b. Set cranes on site as needed for the demolition and installation of mechanical systems. c. Demolition and installation of AHU-3 unit with all ancillary systems as indicated in scope of work. d. AHU unit replacement shall be performed within a one-week period (Saturdayfollowing Sunday) to minimize operational impact to the facility. Owner may elect to move facility operations off-site during this effort. 8. Stage 7: Replacement of AHU-4. a. Secure work area and provide temporary fencing. b. Set cranes on site as needed for the demolition and installation of mechanical systems. c. Demolition and installation of AHU-4 unit with all ancillary systems as indicated in scope of work. d. AHU unit replacement shall be performed within a one-week period (Saturdayfollowing Sunday) to minimize operational impact to the facility. Owner may elect to move facility operations off-site during this effort. 9. Stage 8: Replacement of AC-1. a. Secure work area and provide temporary fencing. b. Set cranes on site as needed for the demolition and installation of mechanical systems. c. Demolition and installation of AC-1 unit with all ancillary systems as indicated in scope of work. d. AC unit replacement shall be performed within a one-week period (Saturday-following Sunday) to minimize operational impact to the facility. Owner may elect to move facility operations off-site during this effort. 10. Stage 9: System testing confirmation. a. Provide system test to ensure all equipment is operating with BMS & VAV controllers to execute the equipment sequence of operations. 11. Stage 10: Demobilization. a. Remove all equipment from site and return facility to full operation. D. Coordinate construction schedule and operations with Owner
