ADA Curb Ramps - Group 67. The City of Memphis encourages the participation of Small and Minority Businesses in the Purchasing process. Minority/Small Business Participation Goal: MBE: 47% & WBE 3%. All bidders must be licensed contractors, and all bid envelopes/submittals must include information, as required by Title 62, Chapter 6, of the Tennessee Code Annotated. A copy of your Memphis and Shelby County Tennessee business tax receipt must accompany your bid for consideration of this ordinance. Any protest of award must be filed in writing with the Purchasing Agent within TEN (10) days of the award announcement
