The County of Westchester (the "County") received a Lead Hazard Reduction Demonstration Grant from the U.S. Department of Housing and Urban Development ("HUD") to reduce leadbased paint ("LBP") hazards in privately owned residential units of low and moderate-income households. To administer this grant, the County will require professional services from qualified firms and/or individuals with considerable knowledge and experience of federally grant funded housing rehabilitation in accordance with the current HUD Guidelines for the Evaluation and Control of Lead-Based Paint Hazards in Housing. The County acting by and through its Department Of Planning ("WCDP") is soliciting proposals from qualified Inspectors, Environmental Evaluation Professionals and Firms to provide the County with Lead-Based Paint Inspection and Risk Assessments ("LIRAs"), soil sampling, dust-wipe sampling and clearance examinations in compliance with the regulations under sections 1012 and 1013 of the Residential Lead-Based Paint Hazard Reduction Act of 1992, Title X of the Housing and Community Development Act of 1992 and under 24 of the Code of Federal Regulations, part 35 (24 CFR 35), 40 CFR 745.226, Occupational Safety and Health Regulations for Construction (29 CFR Part 1926). The successful proposer (s) will be responsible for coordinating and conducting lead inspection/risk assessments with Radon testing ("LIRAs"), clearance examinations and/or Healthy Homes Assessments in Westchester County. Respondents may apply to conduct LIRAs and/or Clearance Inspections and/or the Healthy Homes Assessments, as described in Schedule "A-1," which is attached to this RFP and made a part hereof. The total number of units will vary. o Average Apartment: 2-3 bedroom units with approximately 1,000 square feet; AND o Average House: 2-story single family house with three (3) bedrooms, approximately 1,500 square feet. Upon the written request from WCDP, the selected firm (s) shall provide the following services to evaluate properties built pre-1978 enrolled in the Lead Safe Westchester ("LSW") Program The anticipated term of the contract will be approximately three (3) years, beginning on or about January 2024 through January 2027. Any agreement awarded pursuant to this RFP may be valid during this time. The County will have the option to extend the term, selected proposal (s) and/or modify the total.
