Renovation of a detention facility in East Fayetteville, North Carolina. Working plans call for the renovation of a detention facility.

***As of January 12, 2024. Bid is cancelled The work to be performed under this project consists of providing all labor, equipment, and materials necessary for the replacement of the Cumberland County Detention Center Veeder Root and associated components. Project Characteristics and Requirements: o Removal of the existing Veeder Root, sensors, and sensor wiring. o Installation of county specified Veeder Root, new underground conduit system, sensors, and sensor wiring. o Programming, testing, and inspection of the new Veeder Root. Project User Acceptance Criteria: The Veeder Root must provide a minimum of four sensor inputs to accommodate two sump sensors, one Automatic Tank Gauging sensor, and one Interstitial brine sensor for a pre-existing diesel generator UST Tank. Scope of work includes: o The contractor shall verify existing site conditions, dimensions, and Veeder Root specifications to ensure code compliance and successful integration of new Veeder Root. o The contractor shall obtain all necessary permits and inspections from the Authority Having Jurisdiction (AHJ). o The contractor shall coordinate all scheduling with the Cumberland County Detention Center and Internal Services Department. o The contractor shall complete all work within 5 calendar days of commencement. o The contractor shall submit a written plan attached to this bid to effectively limit the duration of interruption for existing Veeder Root sensors and provided a not to exceed time for tank sensing interruption during the installation process. o The contractor shall remove the existing Veeder Root, sensor wiring, and four associated sensors. o The contractor shall provide all necessary labor and materials to install a new Veeder Root TLS4 with two sump sensors, Automatic Tank Gauge sensor, and Interstitial Brine Sensor. o The contractor shall install all new wiring and conduit systems from the new Veeder Root to the existing tank-top junction box feeding the Interstitial Brine Sensor, Automatic Tank Gauge sensor, and Tank-Top sensor. o All new PVC conduit installation to be continuous with no buried joints with the exception of ninety-degree PVC sweeps to carry wiring into new weather tight tank-top junction box and up to entry point into the building. o Each sensor to wire connection should be sealed inside a 3M epoxy seal pack to be watertight. o All new wiring to be a home run from new Veeder Root direct to new sensors. o Contractor may reuse conduit only into the piping transition sump for transition sensor but shall install new weather tight junction box inside piping transition sump and remove old junction box. o Contractor will be responsible for verifying location of any existing underground utilities and existing piping prior to digging trench for new conduit. Any damage done to pre-existing piping will be repaired at Contractor's expense and any remediation required for damage to existing fuel piping will be Contractor's responsibility. o The contractor shall submit equipment approval requests to the Internal Services Department prior to installation. o The Veeder Root installation shall comply with all applicable national, state, and local codes. o The contractor shall test the Veeder Root and verify expected operation and performance. o The contractor shall have the trench and conduit installation inspected and furnish related permit/inspection documents. o Trench to be filled and grass to be reseeded/repaired at Contractor's expense. o The contractor shall be responsible for providing basic training to Cumberland County staff on the use and function of the Veeder Root o The contractor shall provide factory start-up documentation of the Veeder Root in order to verify all work has been completed to the degree necessary to satisfy the terms of the 60-month warranty. Cumberland County Detention Center - Veeder Root Replacement Instructions: Vendors invited to submit bids are urged to have a representative present at the site visit and appraise themselves of the conditions and requirements which will affect the performance of the work called for by this invitation for bid. Vendor is cautioned that any information released to attendees during the site visit, other than that involving the physical aspects of the facility referenced above, and which conflicts with, supersedes, or adds to requirements in this invitation for bid, must be confirmed by written addendum before it can be considered to be a part of this bid. A 5% bid bond is not required for this project. Performance and Payment Bonds are not required for this project. All Contractors are notified that North Carolina Statutory provisions as to licensing for Contractors will be observed in receiving, reading, and awarding of contracts. The County reserves the right to reject any or all proposals. The bidder to whom the contract may be awarded must comply with the requirements of G.S. Section 143-131, as amended. No bids may be withdrawn after the scheduled closing time for the receipt of bids for a period of sixty (60) days CONTRACTORS INSURANCE: Providing and maintaining adequate insurance coverage is a material obligation of the CONTRACTOR and is of the essence of this contract. All such insurance shall meet all laws of the County of Cumberland, North Carolina. Such insurance coverage shall be obtained from companies that are authorized to provide such coverage and that are authorized by the Commissioner of Insurance to do business in North Carolina. The CONTRACTOR shall at all times comply with the terms of such insurance policies, and all requirements of the insurer under any such insurance policies, except as they may conflict with existing North Carolina laws or this contract. The limits of coverage under each insurance policy maintained by the CONTRACTOR shall not be interpreted as limiting the CONTRACTOR'S liability and obligations under the contract. During the term of the contract, the CONTRACTOR at its sole cost and expense shall provide commercial insurance of such type and with such terms and limits as may be reasonable associated with the contract. PERMITS AND LICENSES: The Contractor shall procure and pay all charges and fees for all permits and licenses incidental to the due and lawful prosecution of the work. WARRANTY The CONTRACTOR shall provide a minimum of a 60-month warranty with an option for a 120-month warranty on all materials and workmanship beginning on the date of project completion.
