The purpose of this Request for Proposals is to provide the Covina-Valley Unified School District with a qualified Ethernet Wide Area network provider who can meet the current and future wide area network (Ethernet) services requirements of the District in a cost-effective manner. Covina-Valley Unified School district requests proposals for a Metropolitan Wide Area Network Upgrade to increase bandwidth and services to improve internet access between the C-VUSD Administration/Network Data Center and elementary, middle, and high schools, and special education and adult education sites listed on Attachment A and B. Any resulting contract will be subject to E-rate and California Teleconnect funding, eligibility and timelines and will be for services commencing during the 2024-2025 school year. Services will begin no sooner than July 1, 2024. Installation may begin earlier to accommodate a July 1, 2024 services start date. As the cutover date for any new carrier is July 1, 2024, CVUSD requires a transition plan to be provided with any proposal response. The plan is to include the resources to be dedicated to the transition, all costs associated with the transition, a timeline of actions with a completion target date for the supplier and for the CVUSD transition team. The transition plan is to outline the expectations the supplier team would have of CVUSD and the information or task CVUSD is to provide the supplier and the date any information or task would be required. The District requires options for removal or reduction of services and or sites due to closures or reorganization requirements as deemed necessary by the District. The District will require that there be no early termination charges or other penalties assessed in such a situation that is determined to be outside the control of the District. Including an option for growth including, but not limited to, increases in service bandwidth and/or additions of locations, as determined necessary by the District. Prequalification documents must be submitted by Friday, November 17, 2023. Contractors will be notified by email of their prequalification rating within a reasonable period of time after submission of their prequalification documents, but not less than five days prior to the Proposal due date. All questions or inquiries concerning this Request for Proposals must be submitted via email to rharbert@c-vusd.org no later than November 10, 2023 at 4:00 PM and will be responded via Addendum and posted on the District website and the EPC portal no later than November 15, 2023. The subject on the email header must read RFP 23-24-104 WAN Districtwide Questions. It is the sole responsibility of the vendor to check the districts website or ECP Portal for any addenda The Covina-Valley USD Board of Education reserves the right to reject all or part of the bid, to waive technicalities and irregularities, and to accept the offer the District considers most advantageous. No bidder may withdraw their bid for a period of ninety (90) days after the date set for the opening of bids.
