The City is seeking sealed Proposals to establish a contract with a Structural Engineering firm to provide a Facility Structural Assessment ("FSA") of Old Towne Parking Garage to identify anticipated repair and maintenance of the six (6) level precast concrete parking structure in the short, medium and long term time frames The following is a non-exhaustive list describing the scope of services to be required of the Contractor: A. Document any structural distress, damaged waterproofing elements and other problems potentially affecting the safety, durability, maintenance or performance of the garage. At a minimum, the following tasks shall include: i. Review the City-provided design drawings to identify all of the structural elements of the garage (Ref. to Exhibit A). ii. Perform a visual structural assessment to identify any locations of distress on the top and bottom sides of the structural floors, beams, columns, walls and sealants; iii. Perform a visual assessment of the waterproofing membranes and sealants and iv. Identify any concrete delamination by using chair drag method or any other industry accepted method. B. Evaluate all of the expansion joint systems; C. Provide on-site testing, material sampling and laboratory analysis to evaluate the condition of concrete and embedded structural steel elements; D. Perform materials and nondestructive testing in accordance with ACI 364.1R; E. Prepare schematic plans (to scale) noting relevant framing geometry, structural elements, and quantifying structural deficiencies observed at each level of each structure; F. Inspect exposed connections; G. Inspect cast-in-place interfaces; H. Inspect water management systems; I. Inspect load bearing conditions of the structure; J. Prepare and provide an Operations & Maintenance Plan for the parking garage using the guidelines set forth by the Precast/Prestressed Concrete Institute (PCI) that can be implemented by the City; K. Conduct the assessment according to ASTM E2018-15 Standard Guide for Property Condition Assessments: Baseline Property Condition Assessment Process. L. Attend four (4) separate review meetings. All of the meetings are anticipated to last approximately 1 hour each. The City anticipates the following schedule: i. One (1) Kick-off/work scope review meeting (can be virtual or in-person), ii. One (1) review in-person meeting after the field survey to discuss preliminary findings, iii. One (1) draft report review meeting (can be virtual or in-person), iv. One (1) final report presentation in-person meeting. M. Participate and/or attend ad-hoc meetings (virtual or in-person) as requested by the City at no additional charge to the City. Q&A Addendum Issued: December 13, 2023 by 5:00 PM All questions regarding this Solicitation: (i) shall be submitted in writing by email to the Procurement Division, at procurement@gaithersburgmd.gov; and (ii) shall be received by the date and time specified in the Solicitation Schedule. The solicitation number and title must be included in the subject line of the email. Any and all questions received not in compliance with this paragraph will not be answered unless the City, at its sole discretion, deems that a response to a question is necessary to clarify anything in the Solicitation Documents. The City's responses to questions received will be issued via Addendum to this solicitation on the date specified in the Solicitation Schedule. The method of Contractor Selection has not been Determined at this time.
