Closing Time: 2:00 PM (NT) ** Please note that there has been 2 addendum issued for this RFP. ** Question Acceptance Deadline 2023/12/08 02:00:00 PM NST The project consists of a new water main (Intake for the water treatment plant and connection of the water treatment plant to the existing watermain) and water treatment facility in the town of Holyrood. The scope of the project includes excavation to provide a gravel road to the North Arm River, 108 meters of water main to connect form the source to the existing water line, environmental assessment registration and a water treatment facility at the source site including commissioning and SCADA. The project aims to provide residents with safe, uninterrupted and reliable water into the future. The successful proponent will be responsible to complete an Environmental Assessment Registration on behalf of the Town of Holyrood. No development work can proceed on this project until it has been released from the Environmental Assessment process. The treatment system should address all water quality parameters that will bring the water system into compliance with the Guidelines for Drinking Water Quality in Newfoundland & Labrador, which can be found at the following link: https://www.gov.nl.ca/ecc/files/Guidelines- for-DWQ-in-NL-Sept-2020.pdf. The treatment system should likewise follow the requirements with the Drinking Water Treatment Standards for Newfoundland & Labrador, which can be found at the following link: https://www.gov.nl.ca/ecc/files/DW-Treatment-Standards-for-NL-April- 2021.pdf. The scope of the project includes calling an RFQ to short-list proponents, RFP with piloting of the short-listed proponents and selection of the preferred proponent. The following scope shall be completed in accordance with latest editions of the Prime Consultant Agreement, and industry best practice. The Owner is looking for a proponent to complete the following scope of work, including but not limited to: Review 12-month water testing results. Issued with RFP. Please note, the water quality testing may not represent the worst case conditions and it is within the scope of work for the Owner advisor to determine is additional sampling is required. * Carry out the functions as outlined here and in items 1. Water Usage and Design Flows, and 2. Request for Qualifications Process below. The chosen body of water is a Scheduled Salmon River, it will be responsibility of the Owner Advisor to complete the Environmental Assessment Registration on behalf of the owner. Environmental Assessment Registration will include an referral to Fisheries and Oceans Canada (DFO). Owner Advisor will have to provide an assessment of the proposed watershed area, including an assessment of past uses/activities within the watershed area and land ownership. Development of the RFQ and (Design-Build) RFP documents for the selection of the most appropriate treatment process as outlined in items 2 "Request for Qualifications (RFQ) Process," and 3. "Request for Proposals (RFP) to select the Most Appropriate Treatment Process" below. Including tender call, analysis, participation in the committee review of all submissions, review, and recommendation to the Town and the Department on successful teams and debrief documents to unsuccessful teams, participation in debrief discussions with the unsuccessful teams, and other associated work. Development, tender call, analysis, recommendation, and owner advisor services related to a Request for Qualification (RFQ) tender call to determine design-build teams that demonstrate the technical competency for delivering a fully functional/operational water treatment system. Development, tender call, analysis, recommendation, overseeing piloting and owner advisor services related to a Request for Proposal (RFP) to the pre- qualified design-build teams. A fair and reasonable honorarium will be payable to each design-build team that demonstrates technical competency but who are unsuccessful in the RFP call for services. Serve on the RFP Working Committee. This has the same stakeholders as the Steering Committee but it is expected that the Water Resources Management Division will be more involved in the RFP Working Committee. Act as Owner Advisor for all aspects of the construction phase. Official bid documents must be obtained from www.merx.com and bid submissions must be done through the Merx platform.
