RFQ - Roadway Safety Action Plan. Scope of Services for contract Collecting and analyzing crash data to identify commonalities across fatal and serious injury crashes. Develop a High Injury Network (HIN) to identify specific locations where fatal and serious injuries occur most often, providing critical insight to the safety action plan's target locations. Analyze the HIN alongside components contributing to disadvantaged communities, such as health vulnerability, social vulnerability, and transportation insecurity. Complete an equity analysis to better understand crash impacts on underserved communities and identify equitable transportation solutions. Public engagement with partnering agencies, advocacy groups, and community leaders from a variety of disciplines including transportation, public health, public policy, law enforcement, and education to identify specific safety concerns throughout Mt. Juliet. Provide best practices and innovative solutions for developing proposed implementation projects within the safety action plan. Prioritize projects based on cost and effectiveness. Review existing planning documents and policies governing the jurisdiction to identify gaps in processes, policies, and funding. Provide recommended changes within the safety action plan. The letter of interest shall indicate the scope of services to be completed by any sub-consultants. The City of Mt. Juliet will execute a project specific Lump Sum contract with the firm selected and distribute monthly payments based on work performed each billing cycle.
