Renovation of a library in Trenton, New Jersey. Completed plans call for the renovation of a 81,983-square-foot, five-story above grade library.

As of 2/6/24, this project has been awarded. The Current Working Estimate (CWE) for this project is $ 1,499,999. The objective of this project is the removal and replacement of the existing two (2) elevators located in the State Library in Trenton, Mercer County. The State Library, built in 1962, is approximately 81,983 square feet. The library is located at 185 West State Street in the Capitol Complex of Trenton, NJ. The building is currently owned by the Department of Treasury. The New Jersey State Library dates to 1796 when Legislature assigned responsibility for its collection of books to an individual, The Clerk of the House. The collection of books expanded and the reference collection was used regularly by members of the Legislature. New Jersey became a state and the collection was called the States Library. By 1822, the library collection had grown and a full-time librarian was needed. The New Jersey State Library, an affiliate of Thomas Edison State University, is led by the State Librarian. The State Library provides services for NJ libraries, the State Legislature and Government employees, Thomas Edison State University staff and students, and public registered borrowers. FUNCTIONAL DESCRIPTION OF THE BUILDING: The building has a total of 5 (five) stories. There are three (3) stories, a sub-basement and basement, which are below grade. The sub-basement has mechanical equipment space, stack areas and building support space. The basement has offices, storage and support spaces. The building connects to the adjacent parking garage at the basement level through a pair of fire doors. The first floor, level three (3), serves primarily as the public reading room and archives exhibits. The second and third floors are a combination of staff and support spaces with a few areas for public access. The existing two (2) elevators date back to the 1960s and were installed during the buildings initial original construction. The elevators are overhead traction Haughton 3500 lb. elevators. A previous study was provided in 2016 referencing the building is known to have asbestos containing building material and lead based paint. The building will be occupied and in operation at the time of construction. The dated switch gear technology and controls require components that are obsolete and hard to replace. There is a limited availability of specialized technicians knowledgeable in replacing this equipment type which increases the costs to maintain these elevators significantly. Currently, only one elevator is functioning. The 2nd elevator is out-of-service. The Division of Property Management and Construction (DPMC) will electronically randomly select from an appropriate pool of its pre-qualified consultants, a short list of firms who will be invited to submit a Technical and Fee Proposal for the following project: State Library Elevator Replacement - Capitol Complex Contact: Jennifer Roeckel Phone (609) 984-1231 Fax (609) 777-1970 e-mail: jennifer.roeckel@treas.nj.gov In order to be included in the random selection process, a firm must be pre-qualified by the DPMC in the following discipline(s) on or prior to November 24, 2023. Code Discipline P008 Elevators/Conveyor Systems Engineering Consultants shall also have in-house capabilities or Sub-Consultants pre-qualified with DPMC in P002 Electrical Engineering, P010 Fire Protection Engineering, P025 Estimating/Cost Analysis, P037 Asbestos Design, P038 Asbestos Safety Control Monitoring, and P065 Lead Paint Evaluation. Failure to pre-register for this meeting by the date and time specified above will exclude your firm from being permitted to submit a proposal. Consultants will be provided instructions for entering the meeting at a later date. Only those firms participating in the mandatory pre-proposal teleconference will be permitted to submit a proposal. Technical Proposals will be evaluated by the Selection Committee based upon the following evaluation criteria: 1. Firm/Team Organization/Sub-Consultants 2. Experience of the Firm, Project Team and Key Team Members 3. Project Approach/Understanding of Project 4. The Firms Approach to Maintaining the Project Schedule If a firm wishes to participate in the selection process for future projects but is not presently prequalified by the DPMC, the firm should submit a DPMC 48A
