The purpose of the RFP is to solicit bids from bidders for the bi-weekly collection and processing of residential recycling and to enter into an agreement whose bid is judged to best serve the interest of the Municipality when evaluated. The agreement shall be for a period of five years (5) years and is anticipated to commence on February 1, 2024 and end January 31, 2029.
Bi-weekly collection of residential recycling will take place in the communities of Emerson and Dominion City and Waste Transfer Station Collection Site as follows:
Emerson 320 (Residential dwellings)
Dominion City 180 (Residential dwellings)
Emerson-Franklin Waste Transfer Station (Residential drop off site for Rural Residents)
*Depending on the collection route some of the smaller communities may be added for collection. (Currently Arnaud and Ridgeville-45 residential dwellings) The Municipality of Emerson-Franklin will require a Certificate of Liability Insurance be included in the Proposal. In this certificate the Municipality will require the following:
a) Bidders full name and address with contact name and phone number;
b) Description of your business operation;
c) Commercial General Liability with a limit no less than $2,000,000.00; and
d) Confirmation of Automobile Liability Insurance or Commercial Automobile Liability with a limit no less than $2,000,000.00.
e) The contractor shall be registered into the Worker's Compensation Board of Manitoba and shall provide and maintain Workers Compensation coverage for the duration of the contract. Official bid documents must be obtained from www.merx.com and bid submissions must be done through the Merx platform.
